It was the expressed thought, almost from the moment the attention of the General Assembly was called to the subject of the celebration, that the papers, written for the occasion, should be preserved in a substantial form. In this, the Maryland Legislature of 1894 expurgates itself from the standing indictment that Marylanders, with a proud and noble history, have been culpably indifferent to preserving the records of it, and in transmitting to posterity, unimpaired, these sources of wisdom and inspiration to heroic deeds and righteous government. By the accidents of legislation, the work of inaugurating and consummating, on the part of the General Assembly, fell chietly to the House of Delegates.
