The findings lead to the conclusion that the CDM has limitations in promoting sustainable development in China, and thus should be regarded only as a complementary instrument in combating climate change. Legal strategies for improving the implementation of CDM projects under the legal framework in China are thus put forward, and some proposals for China to meet the challenge of climate change in the post-2012 era are made. This book offers new insights to academics and policymakers both in the public and private sector. A widespread concern among many of the participants in the newly formed United Nations Framework Convention on Climate Change was that the emission reductions needed to significantly affect climate change would cost so much that it could jeopardize the chances of a coordinated international solution. To address this concern, several flexible mechanisms were designed, including the CDM.While many applaud the CDM, others are concerned with its performance and achievements, and whether or not it will be continued beyond 2012. Critics argue, among other things, that it has not delivered on the sustainable development objective for which it was established and that projects are unevenly distributed, both geographically and sectorally.Much analysis is available on CDM, but very little comprehensive analysis, addressing various aspects of CDM is available. With a major decision for its continuation, a multi-dimensional analysis would be needed. This book is about the economic assessment of certain (not certain) CDM performances, and its future sustainability and trajectory.

As the biggest developing country with the largest population, China is the world’s leading consumer of coal and energy, and one of the worst-hit victims of global warming. Consequently, China should assume its responsibility in making contributions to global sustainable development. Based on the principles of fairness and efficiency, this study creatively puts forward two principles of global governance on climate change. The first entails replacement of the two-group schema of developed and developing countries with a four-group model based on the Human Development Index (HDI). The second entails application of the resulting model to specify the major emitters as principal contributors to emission reduction. In addition, it proposes a two-step strategy for China to tackle the issue of climate change. This book makes it clear that China should proactively engage in relevant international cooperation, actively participate in international climate negotiations, make clear commitments to reduce emissions, and assume the obligations of a responsible power to achieve sustainable and green development.

Book excerpt: With the already huge and growing amount of greenhouse gas emissions and a great deal of low-cost abatement options available, China is widely expected as the world's number one host country of clean development mechanism (CDM) projects. But, making this potential a reality represents a significant challenge for China, because there has been a general lack of awareness by both the Chinese government and business communities, clear institutional structure, and implementation strategy. This has raised great concern about China's ability to compete internationally for CDM projects and exploit fully its CDM potential. This paper aims to address how CDM projects will be effectively implemented in China by examining the major CDM capacity building projects in China with bilateral and multilateral donors, the treatment of low-cost, non-priority CDM projects, and how a system for application, approval and implementation of CDM projects is set up in China and what roles the main institutional actors are going to play in the system. We conclude that these capacity building assistances, the establishment of streamlined and transparent CDM procedures and sound governance, and the lessons learned and experience gained from the implementation of the CDM project in Inner Mongolia and the two Prototype Carbon Fund (PCF)' projects will help China to take advantage of CDM opportunities. Moreover, in order to further capitalize on its CDM potential, there is a pressing need for the Chinese government to amend its current interim CDM regulations, in particular those controversial provisions on the eligibility to participate in CDM projects in China and the distribution of the revenues derived from CDM project between the project developer and the Chinese government. We believe that taking these ongoing capacity building projects and the recommended actions to clearly define the sustainable development objective of the CDM and disseminate CDM knowledge to local authorities and project developers as sectorally and geographically wide as possible, addressing those controversial CDM provisions with clearer guidance, and gaining experience from real practice will reduce the perceived project risks and lower the barriers to CDM project development in China. This is, in turn, likely to lead a much greater percentage of carbon credits to come from CDM projects in China over the next several years.

Book excerpt: The Clean Development Mechanism (CDM) was adopted as one of the greenhouse gas mitigation measures in the Kyoto Protocol. Apart from promoting environmental sustainability and other ecosystem benefits, the CDM projects also ensure the transfer of technologies and sustainable growth in the host country through prioritizing projects such as clean energy production and conservation as well as waste treatment. China and India together account for over 70% of the CDM projects in the pipeline. Meanwhile, China and India are the most environmentally polluted countries in South Asia according to current statistics. This demonstrates that a multitude of CDM projects in these countries are not yielding corresponding benefits especially in protecting and sustaining ecological treasures. Using comparative analysis, this article discusses the progress made in China and India in terms of policy development and highlights the policy implementation challenges hindering CDM projects from achieving clean and green development. The article shows that although both countries have taken positive steps through the adoption of enabling policies and institutional structures, the twin-forces of incoherent policies and poor institutional designs are impeding the success of CDM projects. This article contends that China and India must share their best practices in the areas of environmental protection and CDM governance to guarantee that CDM projects lead to ecologically sustainable development. Lastly, the article emphasizes how potential policy and institutional reforms to the existing environmental and CDM regulatory mechanisms in China and India would remedy identified deficiencies to achieve the intended sustainable targets sought by the CDM.
