Book excerpt: The Commonwealth development Corporation (CDC) was launched with all-party support as one of the initiatives to build a better post-war world. After a troubled start it earned its role as Britain's development agency. The chairmanship of Lord Reith in the 1950s left a legacy of robust independence within the public sector framework. Few public sector businesses escaped privatisation by the Conservative Governments of the 1980s and 1990s, yet CDC was exempted. The first privatisation announcement of the New Labour Government in 1997 was in respect of CDC and enabling legislation has since been passed to provide for a long-term public-private partnership. The compatibility of a continuing development role with meeting the requirements of investors is still controversial as CDC adapts its operations to those of a private equity fund for emerging economies. Sir Michael McWilliam has written a study of institutional transformation that reflects changing perceptions of the role of development agencies. His membership of the CDC Board and access to its records give authority to this appraisal and to the discussion of the proposed privatisation.

Book excerpt: The Neighborhood Preservation Initiative, a comprehensive community building program in ten neighborhoods from nine mostly mid-sized cities, is examined in It Takes a Neighborhood. Wright shows what was learned through NPI about the value of focusing on working-class neighborhoods, as well as how to think about and structure community building efforts generally. The lessons gained from NPI about engaging established, networked community organizations in deliberate action-oriented strategies, fueled by flexible funding, and linked to systems of local support, are shown to be applicable to a wide spectrum of community building initiatives. The Pew Charitable Trusts created the NPI, targeting it toward working-class neighborhoods threatened but not yet affected deeply by decline, a significant departure from previous community development efforts. The neighborhoods possessed important assets such as strong community organizations, talented volunteers, and neighborhood strategies that could be capitalized upon, neighborhood strengths that could be reinforced through relatively small investments as a way to prevent decline. Along with generating attention to working-class neighborhoods and public policy on their behalf, the goal of NPI was to help residents to improve their quality of life and learn how to sustain long-term community stability and vitality.

Book excerpt: Coming Home to New Orleans documents grassroots rebuilding efforts in New Orleans neighborhoods after hurricane Katrina, and draws lessons on their contribution to the post-disaster recovery of cities. The book begins with two chapters that address Katrina's impact and the planning and public sector recovery policies that set the context for neighborhood recovery. Rebuilding narratives for six New Orleans neighborhoods are then presented and analyzed. In the heavily flooded Broadmoor and Village de L'Est neighborhoods, residents coalesced around communitywide initiatives, one through a neighborhood association and the second under church leadership, to help homeowners return and restore housing, get key public facilities and businesses rebuilt and create new community-based organizations and civic capacity. A comparison of four adjacent neighborhoods in the center of the city show how differing socioeconomic conditions, geography, government policies and neighborhood capacity created varied recovery trajectories. The concluding chapter argues that grassroots and neighborhood scale initiatives can make important contributions to city recovery in four areas: repopulation, restoring "complete neighborhoods" with key services and amenities, rebuilding parts of the small business economy and enhancing recovery capacity. It also calls for more balanced investments and policies to rebuild rental and owner-occupied housing and more deliberate collaboration with community-based organizations to undertake and implement recovery plans, and proposes changes to federal disaster recovery policies and programs to leverage the contribution of grassroots rebuilding and more support for city recovery.
