Book excerpt: This paper seeks to identify roles in which the nation can leverage these assets in the defense of the homeland. Drug interdiction, port security, disaster relief, search and rescue, and border patrol are just a few potential roles. Finally, this paper looks at potential obstacles, both legal and policy, to implementing a proposed way-ahead. How can the United States leverage DoD ISR assets to secure and defend the homeland? The U.S. border with Canada stretches over 5,400 miles. To the south, the border with Mexico is in excess of 1,950 miles. Additionally, the U.S. has over 12,380 miles of coastline to defend.(2) These expansive borders and vast amounts of coastline present a large challenge to those agencies responsible for U.S. security. The difficulty with securing our southern border, in particular, is well documented. The U.S.-Mexico border has 43 legitimate crossing points. However the rest of the border consists of open desert terrain, rugged mountains and other geographic obstacles making surveillance. Inability of U.S. security forces to monitor the whole border all of the time makes it easier to smuggle drugs and illegal aliens into the United States. (3) Not only are drugs a menace to the U.S., a larger concern would be if terrorist organizations such as Al Qaeda choose to smuggle in their operatives and/or weapons of mass destruction (WMD) via the same routes used for drug trafficking. Today, numerous federal and state organizations are charged with maintaining the security and defense of the homeland: Northern Command (NORTHCOM), Immigration and Customs Enforcement (ICE), Customs and Border Patrol (CBP), Drug Enforcement Agency (DEA), Federal Bureau of Investigations (FBI), Border Patrol, Coast Guard, state and local police departments. Many of these organizations operate under strained budgets and may lack sufficient funding and personnel to acquire and maintain all of the surveillance capabilities they seek. It is imperative to leverage existing capabilities and know-how in order to improve effectiveness and reduce redundant capabilities in an effort to save money. Specifically, one such capability is DoD's UAVs. This is a privately authored news service and educational publication of Progressive Management. GAO was asked to review CBP's use of UAS and aerostats for border security. This report addresses the following questions: (1) How does CBP use UAS and aerostats for border security activities, and to what extent has CBP developed and documented procedures for UAS coordination? and (2) To what extent has CBP taken actions to assess the effectiveness of its UAS and aerostats for border security activities? Drones have also increased our capabilities to secure our borders and aid our first responders. U.S. Customs and Border Protection began first looking at these drones back in 2004. Now CBP owns 10 UAS aircraft. These systems have been used to surveil drug smuggler tunnels, video dams, bridges, levees, riverbeds at risk of flooding, and assist with the deployment of National Guard resources responding to local flooding. CBP has also flown missions in support of the Border Patrol, Texas Rangers, U.S. Forest Service, FBI, and others. The systems have become a force multiplier for military operations and for border security. However, we are on the edge of a new horizon: Using unmanned aerial systems within the homeland.

Book excerpt: Unmanned aircraft systems (UAS) have been part of aviation from the beginnings of manned aviation and have become a vital tool of our overseas military and national security operations. Public and private sector interest continues to grow for UAS to be used in a variety of domestic missions, such as border patrol, law enforcement, and search and rescue. With growing concerns over issues, such as border security and critical infrastructure protection, it would seem that UAS would be a logical choice for increased homeland security support, and yet they remain only in limited use. This thesis examined why UAS are not widely used domestically for homeland security support and found that their sluggish integration into the National Airspace System stems from a perceived flight safety risk. However, UAS operations have improved; systems, such as the Predator have flight safety trends equivalent to that of some manned aircraft. Nevertheless, government, private industry, academia, and other UAS stakeholders should continue to work together to further UAS safety. Specifically, they should collaborate to improve UAS component reliability, develop aviation regulations and standards to account for peculiar UAS characteristics, and improve public perception.

The cybernetic border is organized through practices of data capture, storage, processing, circulation, and communication that police bodies and constitute the nation as a bounded, territorial space. Chaar López historicizes the US government’s use of border enforcement technologies on Mexicans, Arabs, and Muslims from the mid-twentieth century to the present, showing how data systems are presented as solutions to unauthorized border crossing. Contrary to enduring fantasies of the purported neutrality of drones, smart walls, artificial intelligence, and biometric technologies, the cybernetic border represents the consolidation of calculation and automation in the exercise of racialized violence. Chaar López draws on corporate, military, and government records, promotional documents and films, technical reports, news reporting, surveillance footage, and activist and artist practices. These materials reveal how logics of enmity are embedded into information infrastructures that shape border control and modern sovereignty.

Book excerpt: Congress has expressed a great deal of interest in using Unmanned Aerial Vehicles (UAVs) to surveil the United States' international land border. U.S. Customs and Border Protection (CBP) utilizes advanced technology to augment its USBP agents' ability to patrol the border, including a fleet of six UAVs. This report examines the strengths and limitations of deploying UAVs along the borders and related issues for Congress. UAVs come with several costs and benefits. One potential benefit of UAVs is that they could fill a gap in current border surveillance by improving coverage along remote sections of the U.S. borders. Moreover, the range of UAVs is a significant asset when compared to border agents on patrol or stationary surveillance equipment. Yet, despite potential benefits of using UAVs for homeland security, various problems encountered in the past may hinder UAV implementation on the border. There are concerns regarding the high accident rates of UAVs, which have historically been multiple times higher than that of manned aircraft. Inclement weather conditions can also impinge on a UAV's surveillance capability. Also, according to the CBP Inspector General, the costs of operating a UAV are more than double the costs of operating a manned aircraft. Recent attention has focused on the expanding area of operations for CBP-operated UAVs. On June 23, 2010, the Federal Aviation Administration (FAA) granted a certificate of authorization requested by CBP, clearing the UAV flights along the Texas border and Gulf region. Other requests have reportedly been delayed due to safety concerns, some of which stem from previous incidents. Despite safety concerns, some policymakers continue to call for the increased domestic use of UAVs. The Supplemental Appropriations Bill of FY2010 (H.R. 4899) would include $32 million for the acquisition of two additional UAVs by CBP.

Book excerpt: Federal agencies such as DHS, the Department of Commerce, and NASA use UASs in many areas, such as border security, weather research, and forest fire monitoring. These agencies have plans to expand their UAS use in domestic airspace, and local governments and commercial entities also have interest in using UASs. Many factors support the potential for expanded use of UASs. For example, the nation's industrial base has expanded to support military operations and the number of trained UAS operators is increasing as personnel return from overseas duty. Moreover, some of the technology used in military UAS operations could be applied to civil uses. DHS is expanding its use of UASs for border security and NASA is likely to continue using UASs to gather scientific data. Additionally, local law enforcement and firefighting agencies have expressed interest in using UASs to assist at crime scenes and wildfire locations, and commercial users envision using UASs for tasks such as photographing real estate or inspecting pipelines. According to an industry forecast, the market for government and commercial-use UASs could grow in the future. The forecast also indicates that the United States could account for 73 percent of the world s research and development investment for UAS technology over the coming decade. According to a UAS study and experts we surveyed, UAS development could lead to technological advances that could benefit all national airspace users. For example, some experts we surveyed noted that improved collision avoidance technologies developed for UASs could lead to reduced aircraft separation requirements, which could increase airspace capacity. Additionally, UASs could produce environmental benefits if they assume some missions currently performed by manned aircraft by using quieter engines that produce fewer emissions, according to experts we surveyed.
