Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

The causal theory of action (CTA) is widely recognized in the literature of the philosophy of action as the "standard story" of human action and agency—the nearest approximation in the field to a theoretical orthodoxy. This volume brings together leading figures working in action theory today to discuss issues relating to the CTA and its applications, which range from experimental philosophy to moral psychology. Book excerpt: What is the difference between a wink and a blink? The answer is important not only to philosophers of mind, for significant moral and legal consequences rest on the distinction between voluntary and involuntary behavior. However, "action theory"—the branch of philosophy that has traditionally articulated the boundaries between action and non-action, and between voluntary and involuntary behavior—has been unable to account for the difference. Alicia Juarrero argues that a mistaken, 350-year-old model of cause and explanation—one that takes all causes to be of the push-pull, efficient cause sort, and all explanation to be prooflike—underlies contemporary theories of action. Juarrero then proposes a new framework for conceptualizing causes based on complex adaptive systems. Thinking of causes as dynamical constraints makes bottom-up and top-down causal relations, including those involving intentional causes, suddenly tractable. A different logic for explaining actions—as historical narrative, not inference—follows if one adopts this novel approach to long-standing questions of action and responsibility.

Book excerpt: Acknowledging that though the disciplines are supposed to be cumulative, there is little in the way of accumulated, general theory, this work opens a dialogue about the appropriate means and ends of social research based in analysis of fundamental issues. This book examines two root issues in the methodology of explanatory social research--the meaning of the idea of causation in social science and the question of the physiological mechanism that generates intentional behavior. Conclusions on these as well as on several derived problems emerge through the analysis. Among the latter, the analysis shows that neither universal nor probabilistic laws governing human behavior are possible, even within the positivist or empiricist traditions in which laws are a central feature. Instead, the analysis reveals a more modest view of what an explanatory social theory can be and do. In this view, the kind of theory that can be produced is basically the same in form and content across quantitative and qualitative research approaches, and similarly across different disciplines. The two streams of analysis are combined with resulting implications for large-sample, small-sample, and case study research design as well as for laws and theory. Written for the practicing empirical researcher in political science and organization theory, whether quantitative or qualitative, the major issuesand findings are meant to hold identically, however, for history, sociology, and other social science disciplines. Book excerpt: In this book, the author provides an account of three central ideas in the philosophy of action: trying to act, acting or doing, and one’s action causing further consequences. In all three cases, novel theories of these phenomena are offered: trying to act is not a particular mental or physical act but can be explained using conditionals; that action is not the same as causing something to happen; and in the case of a special but important subset of actions, for example the opening of a window, the action is identical to the event of the window’s opening. A result of this last account is that it places actions out in the world, sometimes far removed in time and space from the actor’s body. The world is full of action; actions do not just exist in the many little islands of space and time that all of our bodies inhabit. In the final chapter, Ruben describes and discusses a skeptical challenge to the idea that we can ever know whether or not someone else has acted, rather than just passive events having happened to that person.

Book excerpt: I argue that agents, by exercising their wills, cause action-results and that volitions or willings are uncaused basic actions. I motivate the existence of volitions by highlighting the important role they play in providing an answer to Wittgenstein's famous question, "What is left over if I subtract the fact that my arm goes up from the fact that I raise my arm?" That volitions do not have action-results is central to my argument. This has as a consequence that volitions are causally basic actions, i.e., actions which do not have results that are caused by more basic actions. That is, there is no action that I perform by means of which I cause the result of an act of volition. Since volitions do not have results, a plausible answer to Wittgenstein's question is available. Next, I argue that volitions are best regarded as uncaused events. Throughout the essay, I assume that humans act for reasons, that they have free will, and that free will is incompatible with determinism.

Book excerpt: As seen in light of Anscombe's cause and reason in Intention, Davidson's "Actions, Causes and Reasons", offered in large measure as a response to Anscombe's ideas, suggests a philosophical 'causal' alternative to her original defense of the priority of reason in actions which she coined as "intentional". Davidson's introduction of reason-as-cause in (intentional) action differs in fundamental respects from the intentional action of Anscombe (despite his public admiration for Intention, the ideas of which he puts on a par with Aristotle's thoughts on action). Herein, we offer general comments regarding Davidson's approach to cause and reason in action. We briefly review causal theory in Davidson's and Anscombe's thought respectively. We compare to various degree thematic inquiries in Anscombe and Davidson: the description/qualification of intentional action; the role of such as belief and desire in intentional action; objects and intentional action; mental cause and practical reason in intentional action; and the linguistic semantics of 'cause' and 'reason'. We close with a defense of Anscombe's positions on the limited, if even that, role of cause in intentional action. We conclude that Davidson's summary arguments, while broadening the discussion in the abstract, do not provide sufficient or effective--whether comprehensive or specific-- 'causal' alternative(s) to Anscombe's prior assignment of reason as chief in intentional action.
