Book excerpt: The pivot point for educational change is now firmly placed with the district, rebalancing the position of the state and the school relative to the local education agency (LEA). The state education agency (SEA) has been shifting its emphasis for decades, from a compliance-focused authority to a change agent equipped with systems, processes, training, and support to heighten the progress of the local district and its schools. A strategic approach to performance management fits neatly in this new organizational environment. Ideal for organizing people and their work in one entity (SEA, LEA, or school), strategic performance management is equally suited to a multi-organization system where interlaced data and responsive supports are critical. A state system of support is such a system. The publication is presented in four parts: (1) Casting a Responsive Net; (2) Synopsis of the Modules and Steps for an SEA, LEA, or School to Implement SPM; (3) Interlaced Data and Responsive Supports; and (4) Best Practice, Productivity, and Innovation. With the SPM approach, each entity in the educational network claims its due share of autonomy, determining its organizational goals, strategies, performance measures, and actions. These core elements of SPM are structured in a way that implementation and performance data can flow between district and school and between both and the state, making possible responsive supports. In a multi-organizational application of SPM, the state agency itself adheres to the same principles of continuous improvement as districts and schools. The SPM processes generate useful, timely data to guide decision-making and course correction within each organization and across them. In this proposal, a networked application of SPM sharpens each organization's unique direction, enhancing that organization's productivity in pursuing its own goals. Two appendixes are included: (1) Ways to Identify Sound (Best) Practice; and (2) Summary of Recommended Study Criteria for Each Evidence Level.

But where were the clear-eyed analyses and practical solutions for educators? After more than a year of focused attention to equity by five education scholars, their book, Opportunity & Performance, entered this stream of publications. The team is associated with the Academic Development Institute and their collaboration was supported by the National Comprehensive Center. This book is unique and distinct from others in several ways. First, the authors agreed early on to put boundaries around a topic that could otherwise run loose with ambiguity. As they were all educators, the book would focus on equity in education. As equity could be viewed from the perspective of a variety of groups that seek it—racial and ethnic groups, children with disabilities, and English learners prominent among them—the team of authors chose to devote the book to the one historically underserved group that most pervasively suffers in terms of academic achievement and that includes the other groups. That group is children from poverty. The five authors are not only researchers, their careers bristle with experience in schools and agencies that work with schools. From different disciplinary fields within education, they have all created and implemented strategies to improve learning and to measure that improvement. The authors were determined to logically and persuasively link their conclusions from the research on poverty, on learning, and on the nexus of the two. They wanted the book to be useful. They sought a respectful tone that would encourage common ground and constructive action to open doors of opportunity and achieve greater learning for students from impoverished environments. The book’s authors and external advisors brought to the work a diversity of professional background and expertise on historically underserved students, children from poverty, effective instruction, systems change, and methods for evaluating progress. Equity of opportunity: Each student—despite family income, race, ethnicity, gender, language, or disability—has the opportunity to attend schools, access courses and programs, and be taught by teachers that meet standards of quality on a par with schools attended by their peers. Equity of performance: The schools, courses, programs, and teachers that serve students from historically underserved groups reorient their curriculum, instruction, and support services to ameliorate disadvantages these students may disproportionately bear, optimizing learning results for these students. The Book's Authors Linda Cavazos, Ph.D., is a researcher and technical assistance provider with more than 25 years of experience in education supporting the needs of culturally and linguistically diverse learners and directing projects in the areas of equity, diversity, inclusion, literacy, and cultural and linguistic competence, responsiveness, and sustainability. To do this, the authors examine the influence of the Government Performance and Results Act of 1993 (with consideration of the later Program Assessment Rating Tool of 2002) on federal performance measurement, agency performance, and program outcomes. They focus a systematic examination on five agencies in the U.S. Department of Health and Human Services—the Food and Drug Administration, the Centers for Medicare and Medicaid Services, the Health Resources and Services Administration, the National Institutes of Health, and the Indian Health Service. Besides representing a wide range of federal government organizational structures and program formats, these agencies offer a diverse array of third-party arrangements including states, native American tribes, scientists, medical schools, and commercial and nonprofit health care intermediaries and carriers. Exploring the development of performance measures in light of widely varying program mandates, the authors look at issues that affect the quality of this measurement and particularly the influence of program performance by third parties. It focuses on state estimation problems in which sensor measurements (or related quantities) are transmitted over wireless links to a central observer. Wireless communications techniques are used for energy resource management in order to improve the performance of the estimator when transmission occurs over packet dropping links, taking energy use into account explicitly in Kalman filtering and control. The brief allows a reduction in the conservatism of control designs by taking advantage of the assumed. The brief shows how energy-harvesting-based rechargeable batteries or storage devices can offer significant advantages in the deployment of large-scale wireless sensor and actuator networks by avoiding the cost-prohibitive task of battery replacement and allowing self-sustaining sensor to be operation. In contrast with research on energy harvesting largely focused on resource allocation for wireless communication systems design, this brief optimizes estimation objectives such as minimizing the expected estimation error covariance. The resulting power control problems are often stochastic control problems which take into account both system and channel dynamics. The authors show how to pose and solve such design problems using dynamic programming techniques. Researchers and graduate students studying networked control systems will find this brief a helpful source of new ideas and research approaches.

Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Identifying and managing such earthly changes in an automatic way poses a worth-addressing challenge, in which remote sensing technology can have a fundamental role to answer—at least partially—such demands. The recent advent of cutting-edge processing facilities has fostered the adoption of deep learning architectures owing to their generalization capabilities. In this respect, it seems evident that the pace of deep learning in the remote sensing domain remains somewhat lagging behind that of its computer vision counterpart. This is due to the scarce availability of ground truth information in comparison with other computer vision domains. In this book, we aim at advancing the state of the art in linking deep learning methodologies with remote sensing image processing by collecting 20 contributions from different worldwide scientists and laboratories.
