Resultantly, commodity value chains have been analysed in most commercial commodities. Unfortunately, the potential of cassava to steer total transformation has not been fully exploited because its value chain is not fully known. Cassava benefits along the value chain are huge but there is no visible substantial contribution to the economies of developing countries. The prevailing and monopolistic approach to marketing does not benefit smallholders who are the main actors in the value chain of cassava. The publication, therefore, shows an insight into the nature and behavior of cassava value chains in Uganda. Different segments of the cassava value chain were mapped using a rapid reconnaissance method. This publication, thus, enables better understanding of functions of the chain, flow of products, actor's roles and value added by each actor in the chain, institutions and policies that influence cassava chain and constraints and opportunities. The major staple foods in the region are maize, rice, potatoes, bananas, cassava, wheat, sorghum, millet and pulses. However, agricultural production in the region is prone to the vagaries of climate change, fluctuating food prices, a rapidly growing population in the urban areas and natural resource degradation. Even though governments have intensified efforts to develop agriculture in the region, intra-regional trade in staple food grains is still very low. The main objective of the study is to provide CTA with an understanding of the salient features of the four food-grain value chains in the EAC region, and information and possible entry points about the types of commodities to be supported and the nodes of the food-grain value chains that interventions should focus on.

Book excerpt: The study was undertaken to analyze socio-economic study of cassava value chain in Rwanda, because Cassava serves as a main source of food in the region especially amongst the poor persons and it is also the main source of income for many rural economies in the region. But it was limited on the cassava value chain based the objectives of the study were to evaluate impact of cassava production, to analyze the structure and coordination of cassava value chain, to assess cassava marketing constraints, to determine profitability of cassava smallholder farmers and to recommend possible strategies that policymakers can use to assist small-scale producers in their efforts to access high-value markets in cassava value chain. To attain these objectives, the researcher used the Cobb-Douglas production function to test some statistical hypotheses. Furthermore, the result of the statistical analysis shows that investing in cassava production enterprise is profitable. Therefore, farmers' participation in profitable cassava value chain networks by strengthening coordination, using improved cassava varieties and introduction of cassava processing technologies was recommended.

Book excerpt: Many development agencies design and implement interventions that aim to reach, benefit, and empower rural women across the value chain in activities ranging from production, to processing, to marketing. Determining whether and how such interventions empower women, as well as the constraints faced by different value chain actors, requires quantitative and qualitative tools. We describe how we adapted the project-level Women’s Empowerment in Agricultural Index (pro-WEAI), a mixed-methods tool for studying empowerment in development projects, to include aspects of agency relevant for multiple types of value chain actors. The resulting pro-WEAI for market inclusion (pro-WEAI+MI) includes quantitative and qualitative instruments developed over the course of four studies. Studies in the Philippines (2017), Bangladesh (2017), and Malawi (2019) were intended to diagnose areas of disempowerment to inform programming, whereas the Benin (2019) study was an impact assessment of an agricultural training program. The pro-WEAI+MI includes all indicators included in pro-WEAI, plus a dashboard of complementary indicators and recommended qualitative instruments. These tools investigate the empowerment of women in different value chains and nodes and identify barriers to market access and inclusion that may restrict empowerment for different value chain actors. Our findings highlight three lessons. First, the sampling strategy needs to be designed to capture the key actors in a value chain. Second, the market inclusion indicators cannot stand alone; they must be interpreted alongside the core pro-WEAI indicators. Third, not all market inclusion indicators will be relevant for all value chains and contexts. Users should research the experiences of women and men in the target value chains in the context of the programto select priority market inclusion indicators.

Book excerpt: More than 70% of Ghanaian farmers depend on cassava farming and processing as part of their livelihood activities. The study sought to identify the actors in the cassava value chains, how their livelihood features influence upgrading in the value chains and also, factors that farmers consider in deciding whether to sell fresh cassava roots to intermediate processors or to process the roots themselves and sell. The study was conducted in locations in six districts in Ghana. It combined the Value Chain Approach and the Sustainable Livelihoods Approach using qualitative and quantitative data. A stakeholder workshop was held to identify the main actors and their functions in the fufu, kokonte and cassava flour value chains. Livelihood analysis was conducted in two parts. First, it was carried out on eighty (80) households in the pounded fufu and kokonte value chains and the second aspect involved an intermediary flour processor - Amasa Agro Processing Company Limited and 43 individual farmers who supplied cassava roots to the Company. A cost benefit analysis was also carried out to determine whether selling of cassava roots is more profitable than processing the roots into shelf-stable products for sale. It was observed that farmers and processors, who are the main actors in the identified value chains, did not have adequate access to physical, social, natural, financial and human capital. Livelihood features that enhanced prospects for upgrading in the fufu value chain were increased access to energy, water and sanitation, group membership, access to information, and a vibrant enabling environment. Three livelihood constraints, poor access to credit, labour shortage and inadequate transport facilities have however, been found to create circumstances favourable to adoption of the new technology in the fufu value chain. In the kokonte value chain, it was observed that access to health facilities, improved transportation, group membership, access to information and an enabling environment enhanced prospects for upgrading. It was also observed that farmers made more profit when they processed their cassava and sold it than when they sell the cassava roots to the intermediary processor. Among the processed products, profits from grits were found to be the highest, followed by agbelima and gari. However, farmers indicated that they are more comfortable selling cassava roots and grits to the intermediary HQCF processor than middlemen and other buyers because in addition to bulk and prompt payment, they have their fields ploughed for them on credit basis and also get free cassava planting materials. To promote the adoption of new cassava-processing technologies in Ghana and elsewhere in Africa, strategies recommended were the provision of financial assistance, improving access to information through extension services, development of manual and cheaper kokonte slicing machines and legislation on the use of a percentage of High Quality Cassava Flour as a substitute to wheat flour in the baking industry.

Book excerpt: Cassava is the principal starch in Mozambique, at 30 percent of calories. It can be stored unharvested up to 30 months, but fresh cassava lasts only 3 days once harvested. Most processing in Mozambique is artisanal, to eliminate cyanogenic glycosides in the 90 percent of production from pest resistant bitter varieties. Only 6 percent of production in 2011 was used commercially for non-food, two-thirds for feed and one-third for starch. Low levels of productivity for cassava compared to elsewhere and poor transportation are the main barriers to the development of a processing industry. Unit costs of production range from USD 0.09 to USD 0.30 U.S. cents per kg. Producers would need to achieve 15 tons/hectare to be commercially viable, compared to average yields between 5 and 9 tons/hectare in Mozambique. Actions recommended include: adoption of a "Master Plan "; time-limited subsidies for industrial High Quality Cassava Flour, ethanol, and starch; a network of service providers to operate in smallholder areas to deliver improved inputs and extension; promotion of farmers' associations for better access to service providers; research on pest control in sweet varieties; greater availability of global market intelligence; capacity-building for processing; and introduction of legal norms to prevent processors from polluting.

It was in the late 1980s that the concept that Frederik List coined as the National Political Economy of Production took off again with different thinkers writing about the peculiarities and distinctions of the Japanese, American, British, German, East Asian Tigers and other varieties of system construction. Freeman defines National System of Innovation as the network of institutions in the public and private sectors whose activities and interactions initiate, import, modify and diff use new technologies. Richard Nelson defines it as a set of institutions whose interactions determine the innovative performance of national firms. Lundvall defines the system of innovation as the elements and relationships which interact in the production, diffusion and use of new and economically useful knowledge and are either located within or rooted inside the borders of a nation state. The normative assumption is that those nations that succeeded in building economic strength relied on the science, engineering, technology and innovation capability that made them to achieve an innovation advantage to put them ahead in the world, acquiring national or regional economic leadership as the case may be depending on what level of analyses is selected to look at particular failure, success or progress they made.
