Book excerpt: The book, organized in three parts, offers a guide to constructing financial instruments based on cash waqf in alignment with the Sustainable Development Goals. The first part discusses the alignment between the Shari'ah economic objectives and the SDGs, the Islamic social finance concept, its instruments and institutions and the intersection between Islamic finance and Islamic social finance. The second part presents a product structure that is based on cash waqf and is targeting the SDGs specifically. Some of these product structures involve zakat collection. The third part of the book presents the methodology to gather all these product structures in a national cash waqf ecosystem that is targeting SDGs. The aim of this ecosystem is to increase the impact of the various initiatives and instruments. In addition to this, the third part of the book presents the concept of Waqf offshore centers and the methodology to conceive and implement them. The aim of these Waqf offshore centers is to connect national cash waqf ecosystems and individuals with investment opportunities bringing more impact. Book excerpt: The word (waqf) and its plural from awqaf are derived from Arabic root Verb which means "to stop", or " to hold" " to keep" or to prevent property from passing into the hands of a third person. In a religious connotation, the term waqf means to protect and preserve the property in such a way that remains intact but its usufruct is dedicated for charitable purposes in perpetuity. Endowments or awqaf (the plural of waqf) resemble common law trusts, with the trustee being the institution or individual in charge of the waqf and the beneficiary usually being the whole community. Awqaf can be used not only to provide immediate necessities to the poor, but also to create or strengthen business support institutions that can lower the cost of doing business for the poor. Awqaf can also be used to support and build infrastructure institutions that can improve corporate governance and reduce the cost of doing business. For example, information bureaus, market regulatory bodies, the provision of accountancy services, and other such shared services for a group or for the entire society can be funded through waqf. Thus, this paper focuses on the application of these concepts and some possible roles that waqf may play in the socio-economic development of the Muslim societies.

ASEAN countries are diverse, with GDP per capita ranging from about USD1,297 in Myanmar, a lower-middle income country, to USD64,041 in Singapore, a high-income advanced economy (World Economic Outlook Database, IMF, April 2019). ASEAN marked its 50th anniversary in 2017 with relatively successful and prosperous development in five decades, with establishment of the ASEAN Economic Community in 2015 as one the key milestones as well as the achievements of Millennium Development Goals 2015. Building on the past successes via Millennium Development Goals 2015, especially in areas such as poverty eradication, better health outcomes and quality education, ASEAN countries are poised to make a more inclusive progress towards the newly adopted development agenda of Sustainable Development Goals 2030 (SDG 2030), which cover a wider set of interlinked development objectives under its 17 goals. The economic dynamism of the ASEAN region on the back of its strong income growth, continuous structural transformation and infrastructure improvements is expected to support sustainable development in the region. From the IMF Report (September 2018), most ASEAN countries, with their continued income growth and strong policy efforts, are on track to eradicate absolute poverty by 2030, while some of these countries are already doing well in terms of gender equality. Similarly, improvement in universal primary education completion is one of the key progress areas made by the majority of ASEAN countries. Despite these achievements, challenges persist, hence, we need to ensure a more inclusive and environmentally sustainable development in the region. Income inequality remains relatively high in several countries, and the shift towards manufacturing has strained environmental sustainability in the region. Furthermore, the other remaining development challenges call for a more comprehensive and integrated approach via the intra-ASEAN initiatives.
