The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

[Author] This limits the potential for scaling innovations such as the ‘Super Seeder’, a machine that sows wheat directly in the rice stubble, replacing the common practice of burning it. [Author] The study was conducted in September and October 2022 as part of the global TAP-AIS project coordinated by FAO’s Office of Innovation and funded by the European Union’s DeSIRA initiative. [Author] The seven innovation case studies were nominated by key organizations under three thematic area: digital transformation, product innovation and service innovation. [Author] A desk review, focus group discussions, key informant interviews and a self-assessment questionnaire was used to collect data. [Author] Major gaps identified included, among others: i) Innovation actors have limited organizational support and ability to initiate collaboration and engage in networking with other actors for the purposes of market formation and scaling innovation; ii) Collaboration was not pursued for all stages of innovation, that is, from innovation development to innovation scaling; and iii) A supply-driven approach tends to be used for innovation development and scaling, rather than a market-driven approach. [Author] The results of the assessment informed the next phase of the TAP-AIS project in Pakistan in 2023–2024, which includes organizational capacity development and a policy dialogue process to strengthen innovation systems for low-cost agricultural machinery for smallholders. Agriculture remains the backbone of the Pakistani economy, employing more than half the labor force and accounting for 70 per cent of export revenues. However, agriculture faces two sets of constraints in Pakistan: resource constraints and policy distortions. This volume deals with the major resource and policy constraints currently facing Pakistani agriculture. Government involvement in Pakistan's agricultural sector has been excessive and often inappropriate, and agricultural reforms are a key part of the adjustment program underway in Pakistan. Some of the principal goals of the program are to ensure a sound and sustainable macroeconomic framework with sustainable internal and external balances, to liberalize trade, privatize government-owned enterprises, deregulate and eliminate public sector monopolies, and to reform the financial sector. The agricultural sector can contribute to the Pakistani economy and to the adjustment program. Agriculture has the potential to make a larger contribution to total revenue and plays an important role in external balances. A favorable climate gives Pakistan a strong comparative advantage in horticulture, as indicated by the rapid growth of the subsector in the absence of policy interventions.

The world’s seventh-most populous country faces serious challenges that will require improvements in both the "hardware" and "software" of agricultural water management. Water shortages are growing rapidly as a result of growing demand across all water-using sectors. Rapid population growth, from 175 million people in 2010 to an estimated 236 million by 2030 and 280 million by 2050, and international food-price spikes create pressure to increase agricultural production of staples; but demand for cash crops is also growing rapidly, including for cotton, fruit trees and tobacco, to raise rural incomes and generate rural employment to absorb the relatively young, rapidly growing rural population. Water management is also increasingly affected by climate change – including an increased number of flood and drought events – and growing energy shortages, which affect how water is being sourced and used. Last but not least, Pakistan’s political situation is fragile, which has reduced incentives to invest in enhanced agricultural water (and other) technologies. How Pakistan addresses these challenges will be decisive for its population’s future water and food security, for economic growth, and for environmental sustainability. It will also affect water and food outcomes globally, due to the interconnectedness of global food trade. This book was published as a special issue of Water International.

The Rechna Doab is located in the Punjab province and has an area of 2.98 million hectares (Figure 1). The cultivated area in the Rechna Doab is regarded as the granary of the Punjab province and comprises eight districts, namely, Sialkot, Gujranwala, Sheikhupura, Faisalabad, Toba Tek Singh, Jhang, Narowal and Hafizabad. The area consists of two distinct agroclimatic zones, i.e. the Punjab Rice-Wheat (PRW) zone and the Punjab Sugarcane-Wheat (PSW) zone (WAPDA, 1979). Irrigated agriculture started in the Rechna Doab in 1892 via Lower Chenab Canal. The irrigation system in the Rechna Doab consists of 504 km of branch canals, 240 km of main canals and 373 km of link canals, and about 0.2 million tubewells are installed in the freshwater areas. This report is prepared to provide an overview of land and water resources available in the Rechna Doab and the institutional issues that need to be addressed for effective conjunctive water management in the Rechna Doab.
