To remain innovative and competitive, in 1990s Boeing started considering a replacement of the Boeing 767, due to slow rate of sales. By 16th December 2003, Boeing announce that it was going to assemble the 787 jet in its factory located at Everett Washington . In building this plane, the company focused on reducing the time line from 6 years to 4 years. Instead of contracting the plane from scratch, it was going to outsource parts and issue sub-contracts to other companies in other nations. The process of production requires raw materials and labor, which take time to procure and manage for the companies to come up with the right products. For the Boeing company to produce the 787 parts in the USA, it would have incurred high costs in procurements and a lot of management logistics. To cut down these costs, outsourcing was a nice way out that provided the company with the ability to enjoy the availability of skilled labor and raw materials in the outsourcing companies.

Book excerpt: Discourse on the outsourcing of commercial aircraft production has taken place in the fields of economics and labor studies, each with differing observations. Cloud (2011) and Greenberg et al. (2010) argue Boeing's pervasive outsourcing, with the goal of cutting labor costs and maximizing profits, has negatively impacted Boeing's workers and labor unions. On the other hand, economics research suggests outsourcing will create greater productivity, resulting in job creation and higher domestic wages (Ruffin, 2002; Zhao and Makoto, 2010). The 787 Dreamliner production model challenges this assumption. The 787 strategy caused financial losses for Boeing, while simultaneously weakening IAM District 751 and SPEEA Local 2001. Denning (2013), Tang and Zimmerman (2009) provide evidence Boeing over-utilized outsourcing, which I integrate with labor's critique. I focus on the 787 three-tier supply chain and final assembly plant in Charleston, South Carolina. I conclude highlighting the experiences of three local Boeing workers and one union official. I contend that Boeing curtailing further outflow from the Puget Sound may benefit both Boeing and the local workforce.

Based on my six-month internship in Boeing, this thesis will address two critical supply chain issues that the 787 program currently faces and offer recommendations. The two issues are as follows: * Boeing currently plays a very active role in managing the ordering and scheduling protocols for drop-shipped components. Drop-shipped components are parts that are ordered by Boeing but to be delivered to another supplier or subcontractors for installation and assembly. Current processes will not be adequate to handle the large amount of drop-shipped components in the 787 program. It is recommended that Boeing sets up a supplier portal to manage the interactions with and between partners. * Current non-compliance management processes for drop-shipped components are not efficient enough for the 787 program. To solve this problem, it is recommended that Boeing devotes dedicated resources to work with individual structural partners on their sites to facilitate managing the non-conformance processes.

The methodology used for this study includes a study of emerging supply chain management concepts and practices in the aerospace industry based on a review of the open literature, research performed on aerospace supply chain management issues by MIT's Lean Aerospace Initiative, and selected interviews with aerospace industry experts. The results show that there are significant changes in supply chain management practices in the aerospace industry. These changes include restructuring and closer integration of supplier networks to achieve efficiency gains, delegating greater design and production responsibility to major suppliers through strategic supplier partnerships along with having key suppliers evolve greater system and subsystem integration capabilities, emphasizing a lifecycle view supply chain design and management to reduce lifecycle cost of products and systems, and building supply chain capabilities supporting maintenance and aftermarket logistics services as a major new strategic thrust to provide improved customer satisfaction and retain long-term customer loyalty. The thesis focuses on Boeing's supply chain management practices through a case study to explore these developments in a more concrete enterprise context.
