Roosevelt and British prime minister Winston S. Churchill met at the Anfa Hotel in Casablanca in French Morocco for a ten day conference to plan the next stages of the war against the Axis. Accompanied by the French generals Charles de Gaulle and Henri Giraud, the two leaders and the Combined Chiefs of Staff (CCS) mapped out the grand strategy for both the European and the Pacific theaters. (Soviet premier Joseph Stalin was invited but unable to attend because of the ongoing Battle of Stalingrad.) Held just two months after the Anglo-American landings in French North Africa and known as the Casablanca Conference, the meeting lasted from January 14 to 24 and addressed several key issues of the conflict.One major issue was the opening of a second front in France, something that Stalin had long pressed for. General George C. Marshall, the US Army chief of staff, wanted to land troops in France as soon as possible, but the CCS decided instead to invade Sicily and then the Italian mainland in order to drive Italy out of the war. The German U-boat threat on convoys in the Atlantic was also assessed, and antisubmarine warfare was discussed at length. Other topics for deliberation included material assistance to Russia and China, and the campaign against the Japanese in the Solomon Islands. On the final day of the conference, Roosevelt and Churchill announced their decision to pursue the unconditional surrender of the Axis powers, which was the most far-reaching policy decision made at Casablanca. This, in Roosevelt's words, did not "mean the destruction of the population of Germany, Italy, or Japan, but it [did] mean the destruction of the philosophies in those countries which are based on conquest and the subjugation of other people."Casablanca was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Morocco; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Stalin was also in attendance and played an important role. Reports, memorandums, position papers, and maps were prepared by the CCS for the conferences, and minutes were taken at the accompanying CCS meetings. The Casablanca documents also contain the minutes from the Joint Chiefs of Staff meetings held at the conference. Taken together, these documents address virtually every policy and strategy issue of the war, from troop deployments, to debates about the location and timing of key Allied offensives, to discussions about postwar occupation boundaries. Thus, they record the early years of the Joint Chiefs of Staff and serve as an indispensable primary source on the planning and conduct of World War II.

Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. During these meetings, the CCS focused on the situation in the Southwest Pacific area known as the American-British-Dutch-Australian (ABDA) area, which included Burma; support of Chinese Nationalist leader Chiang Kai-Shek; and the possibility of a German attack on England. The use of US Army and Navy aviation against Japan was also discussed. Book excerpt: The Terminal Conference (also known as the Potsdam Conference) marked the final meeting of the Allied leaders during World War II. Held in Potsdam, Germany, from July 17 to August 2, 1945, the conference was notable for several reasons. First, Germany had unconditionally surrendered on May 8, allowing the Allies to devote the majority of Terminal’s planning to the war against Japan. Second, two members of the original Big Three would not attend the conference in its entirety. President Franklin D. Roosevelt had passed away on April 12, and his role at the meeting was filled by his successor Harry S. Truman. Winston S. Churchill, the British prime minister, was only present for the first part of the conference; he was replaced on July 26 by the newly elected Clement R. Attlee. Of the original Big Three leaders, only Soviet premier Joseph Stalin attended all of the meetings at Potsdam. Focusing almost exclusively on the Pacific campaign, the Allied leaders and the Combined Chiefs of Staff discussed numerous topics related to the war against Japan. Primary among these was the unconditional surrender of Japan at the earliest possible date; this was the overall objective in the Asian theater. Terminal was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Stalin was also in attendance and played an important role. Book excerpt: Two weeks after the United States entered World War II, the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, from December 24, 1941 to January 14, 1942. Working together with senior military leaders from the United States and Great Britain, President Franklin D. Roosevelt and Prime Minister Winston S. Churchill made the initial crucial decisions for the combined war effort at this important meeting. One of these established the Combined Chiefs of Staff, comprising the high-ranking officers who would become the US Joint Chiefs of Staff and their British counterparts. It was this consultative body of top military leaders that would refine the Allied military strategy and approve all significant military decisions for the duration of conflict. The most consequential decision reached at Arcadia was that of “Germany first,” making the defeat of Germany the prime Allied objective. Additionally, plans to invade North Africa, which would come to fruition in November 1942 with Operation Torch, were extensively studied and discussed. Arcadia was the first in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy.
