Book excerpt: It is often suggested that political parties are becoming increasingly alike, and that party politics has turned into an elite affair where political professionals collude to further their self-interest rather than work to represent the interests of their constituents. In recent decades this diagnosis has been famously associated with Richard Katz and Peter Mair's cartel party theory. Yet so far this controversial thesis has not been subjected to systematic empirical scrutiny, nor has its conceptual and normative underpinnings been properly considered. In this volume a group of political scientists with different specialisations take on this task, focusing empirically on the Swedish party system, which the originators of the cartel party theory have suggested is especially conducive to the formation of party cartels. Collecting new and unique qualitative and quantitative data, the volume casts serious doubt on the validity of the cartel party theory as an explanation for party system change.

How do these differences, and these frequent changes, affect the operation of democracy? Using a unique new data collection, the book's chapters test propositions about the reasons for variation and similarities across party organizations. Except for one thing: a deviation from democracy, the source, it seems, of the precarious position in which so many societies find themselves today. This volume aims to break the Gordian knot of “populism” by bringing a new social theory to bear and, in so doing so, suggesting that normative judgments about this misunderstood phenomenon need to be reconsidered as well. Populism is not a democratic deviation but a naturally occurring dimension of civil sphere dynamics, fatal to democracy only at the extremes. Because populism is highly polarizing, it has the effect of inducing anxiety that civil solidarity is breaking apart. Left populists feel as if civil solidarity is an illusion, that democratic discourse is a fig leaf for private interests, and that the social and cultural differentiation that vouchsafes the independence of the civil sphere merely reflects the hegemony of narrow professional interests or those of a ruling class. Right populists share the same distrust, even repulsion, for the civil sphere. What seems civil to the center and left, like affirmative action or open immigration, they call out as particularistic; honored civil icons, such as Holocaust memorials, they trash. How can the sense of a vital civil center survive such censure from populism on the left and the right? Populism in the Civil Sphere provides compelling answers to these fundamental questions. Unlike the latter, which are more particularistic and hierarchical in character, the civil sphere defines itself in terms of solidarity – the feeling of being connected with every other person in the collectivity. The utopian ideals of democratic solidarity shape every modern society, even if they are often compromised by the messy realities of social life. This volume uses the theory of the civil sphere to shed new light on Nordic societies, while at the same time drawing on the distinctive experiences of the Nordic nations to reflect on and advance the theory of the civil sphere. Nordic societies have long been admired for creating a distinctive form of social democracy, but this admirable achievement has not been well conceptualized theoretically. Most attempts to explain Nordic social democracy focus on material and organizational factors. This volume, by contrast, emphasizes the cultural foundations and characteristics of social democracy, demonstrating how civil sensibilities are necessary for the creation of an egalitarian and democratic state. Nordic civil spheres, however, are not only pro-civil but also white in color, European in ethnicity, secular in character and gender-equal in a subtly restrictive manner. Such primordialization of state civility is vividly on display in the sometime tense relationships that develop among natives and “foreigners” in Nordic countries, relationships that expose the primordial undersides of the social democratic codes and civil values that constitute the Nordic civil sphere. A major contribution to the theory of the civil sphere and to our understanding of the cultural and normative underpinnings of social and political life, this volume will be of particular interest to students and scholars of sociology and politics.

Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. The cartel party differs from previous party models because it is increasingly less an agent of society, has interests on its own, depends on state subsidies and struggles to preserve the conditions under whihc it prospers by distorting electoral competition. Through such a distortion the cartel of parties resembles the behavior of oligopolistic firms. The purpose of this book is to investigate whether and to what extent patterns of inter-party competition resemble the functioning of oligo-polistic markets. The results of our comparative analysis reveal that there is a growing gap between voters' demands and party system's political supply. In addition to arguing the implications of these findings for the theory of responsible party government, this books shows that the growing gap between voters' demands and party systems' supply creates the condition for the rise of the parties of the New Extreme Right.

First imposed in 1947, the antitrust controls in Germany and Japan were the world’s first outside the United States. Those enacted in Japan continue in force, whereas in Germany, following a decade of debate, the occupation legislation was superseded in 1975 by the Law Against Restraints of Competition. This study explores the ironies and errors that led to the enactment of the German and Japanese statutes and emphasizes the unexpected degree of convergence that has occurred during the past fifty years through amendment and practice. It compares in detail the institutional structure and processes for the enforcement of antitrust controls as well as the system of remedies and sanctions available under each statute. It notes the debates in Germany and Japan over the effectiveness of statutes, particularly the still timely debate in 1970s Germany over a proposal for criminal sanctions.
