It appears difficult enough for any one nation accurately to estimate its own reserves, let alone to police the accuracy of others' published estimates. Similarly, it is not obvious that any producer can accurately monitor the sales of all others. It might thus be both possible and profitable for individual producers to lie about their reserves or outputs for some finite period of time. If the market proceeds along the Salant equilibrium price path corresponding to the false data, reserves in the hands of all producers at the end of the deception will generally be different than they would have been had all told the truth. Even if all parties insist on careful monitoring after the lie has been revealed, the shift in reserve positions may make the lie profitable. The study examines non-renewable resource markets in which a profit maximizing producer cartel co-exists with a non-cartel supply sector, which is alternately modelled as consisting of a collection of competitive firms or as exhibiting other exogenously assumed supply behaviours. Book excerpt: Modem industrial society functions with the expectation that electricity will be available when required. By law, electric utilities have the obligation to provide electricity to customers in a "safe and adequate" manner. In exchange for this obligation, utilities are granted a monopoly right to provide electricity to customers within well-defmed service territories. However, utilities are not unfettered in their monopoly power; public utility commissions regulate the relationship between a utility and its customers and limit profits to a "fair rate of return on invested capital. " From its inception through the late 1970s, the electric utility industry's opera tional paradigm was to continue marketing electricity to customers and to build power plants to meet customer needs. This growth was facilitated by a U. S. energy policy predicated upon the assumption that sustained electric growth was causally linked to social welfare (Lovins, 1977). The electric utility industry is now in transition from a vertically integrated monopoly to a more competitive market. Of the three primary components (generation, transmission, and distribution) of the traditional vertically integrated monopoly, generation is leading this transformation. The desired outcome is a more efficient market for the provision of electric service, ultimately resulting in lower costs to customers. This book focuses on impediments to this transformation. In partiCUlar, it argues that information control is a form of market power that inhibits the evolution of the market. The analysis is presented within the context of the transformation of the U. S.

Book excerpt: We consider a market for storable pollution permits in which a large agent and a fringe of small agents gradually consume a stock of permits until they reach a long-run emissions limit. The subgame-perfect equilibrium exhibits no market power unless the large agent's share of the initial stock of permits exceeds a critical level. We then apply our theoretical results to a global market for carbon dioxide emissions and the existing US market for sulfur dioxide emissions. We characterize competitive permit allocation profiles for the carbon market and find no evidence of market power in the sulfur market.

Of particular interest is the discussion of how a devastating currency crisis and government budget deficit drove the Russians to leak diamonds, along with the disclosure of the secretive, duplicitous manner in which rough stones were leaked. A secondary issue addressed concerns the promotional efforts undertaken by De Beers and their marketing and distribution subsidiary, the Central Selling Organization (CSO), recently renamed the Diamond Trading Company (DTC), to increase worldwide demand by influencing consumer perceptions and buying behavior.
