Available in PDF, EPUB and Kindle. Book excerpt: The Carrier Based Air Logistics Study (CABAL) was conducted to examine alternative logistics support policies for avionics equipment with respect to their potential to improve aircraft availability and performance in wartime. The study considers the entire logistics support system and the interaction of its various functions and resources, through a detailed examination of expected avionics suite availability under alternative logistics structures and policies. It deals with six aircraft types included in most carrier deckloads--the F14A, S-3A, E-2C, and three A-6 variants. Most of the substantive results presented are based on analysis of avionics suite support for three first three type, model, series of aircraft listed above. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: This Note discusses current stockage policies and computational techniques in naval aviation and argues that the use of a weapon system availability objective function coupled with multi-echelon optimization techniques could result in substantial improvements in system performance at current levels of investment. A demonstration is included that compares the estimated performance of the stockage posture resulting from an emulation of the Navy's current computational methods with that of alternative methods. They Navy's technique of minimizing the sum of holding plus shortage costs subject to a fill rate constraint is shown to be dominated by each of the alternative computational approaches. Additional research and implementation issues are also discussed.

Download or read book Recent Progress in Assessing the Readiness and Sustainability of Combat Forces written by Michael D. Rich and published by RAND Corporation. This book was released on 1987 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is based on testimony given by Michael Rich to the House Armed Services Committee's Subcommittee on Readiness in February 1986. It traces the evolution of RAND research on an important defense management problem: How to increase the capability of combat forces by improving the ability of combat commanders, resource managers, and planners to assess readiness and sustainability and to take appropriate action to strengthen both. It describes the general challenge of assessing readiness and sustainability, discusses the present state of the art and its evolution, and finally, considers what the future holds. It reflects a view that readiness and sustainability assessment represents more than a means of looking at past decisions; it is now a required and increasingly important element of day-to-day combat force operations, support system management, and planning for future forces and operations.
Download or read book Conceptual Design for an Army Logistics Assessment extended ALA X Methodology written by J. H. Bigelow and published by . This book was released on 1985 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Note describes a conceptual design for Army Logistics Assessment--Extended (ALA-X), a methodology for assessing the readiness and sustainability of the U.S. Army. The methodology is intended for use in the Planning, Programming, and Budgeting process, so that those parts of the Army program dealing with logistics functions and resources can be better prepared and justified. The ALA-X methodology will relate resources among 38 categories of logistics resources to specific measures of combat capability and will treat them simultaneously so that tradeoffs and substitutions can be performed.

Download or read book Competition Choice and Incentives in Government Programs written by John M. Kamensky and published by Rowman & Littlefield Publishers. This book was released on 2006-06-29 with total page 495 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1980s, the language used around market-based government has muddied its meaning and polarized its proponents and critics, making the topic politicized and controversial. Competition, Choice, and Incentives in Government Programs hopes to reframe competing views of market-based government so it is seen not as an ideology but rather as a fact-based set of approaches for managing government services and programs more efficiently and effectively.
