Book excerpt: In January 1948, Alessandro Levi, a distinguished scholar in the fields of law, philosophy and political theory, published an article entitled "The 'return' of Carlo Cattaneo. " 1 Levi, himself the author of an im portant work on Cattaneo, 2 reported on several initiatives which had been taken by Italian scholars since 1945 to rescue the Lombard writer and politician from relative obscurity. With some financial assistance from the City of Milan, a committee of Italian and Swiss scholars had been formed in the spring of 1946 to publish Cattaneo's works, which until then had only appeared in fragmentary and uncritical 3 editions. LeMonnier of Florence had agreed to publish the new edi tion. Meanwhile, the Lombard historian Rinaldo Caddeo was preparing with considerable pains an edition of several volumes of Cattaneo's correspondence. In addition, a catalog of materials pertaining to Cat taneo and found among the Crispi papers was being prepared at the State Archives in Palermo. A brief biography had appeared in 1945 and other works by historians, political scientists, and journalists were 4 in progress. These initiatives seemed long overdue, in view of the fact that Cattaneo's contemporaries had considered him a leading figure in the liberal-democratic current of the Risorgimento. As Levi acknowledged in his article, however, these efforts to rescue Cattaneo's work from obscurity were something more than a belated tribute to an important participant in the history of nineteenth century Italy.

Apart from Mazzini, Pareto, and Mosca, the authors of this period are little read, even though their central concerns – the riddle of human liberation, progress, and liberty – are as important today as ever. This volume presents a selection of the writings of Carlo Cattaneo (1801-1869), one of the period's most important thinkers, as selected by an equally important personage of a subsequent time, the anti-Fascist intellectual Gaetano Salvemini. Cattaneo had a profound sense of the historical contingencies underlying the quest both to understand human affairs and to realize a self-governing society. Cattaneo's ideas and framework of analysis – like those of John Stuart Mill and Alexis de Tocqueville – were not shaped by a narrow intra-academic agenda but by the great social, economic, and political transformations of his time. The issues he addressed included problems of revolution, reform, and change in the passage to modernity, which extended far beyond the confines of nineteenth-century Italy. The selection of original pieces presented in this translation is preceded by an introduction by the editors, Carlo G. Lacaita and Filippo Sabetti, which guides the reader through Cattaneo's thinking and puts it in a comparative context. Ultimately, however, it is the editors' goal to let this profound Italian thinker speak for himself.

Often regarded as Europe's paradigmatic instances of failed modernization, the two countries form the basis of many of our most prized theories of social science. Structuring the State undertakes one of the first systematic comparisons of the two cases, putting the origins of these nation-states and the nature of European political development in new light. Daniel Ziblatt begins his analysis with a striking puzzle: Upon national unification, why was Germany formed as a federal nation-state and Italy as a unitary nation-state? He traces the diplomatic maneuverings and high political drama of national unification in nineteenth-century Germany and Italy to refute the widely accepted notion that the two states' structure stemmed exclusively from Machiavellian farsightedness on the part of militarily powerful political leaders. Instead, he demonstrates that Germany's and Italy's "founding fathers" were constrained by two very different pre-unification patterns of institutional development. In Germany, a legacy of well-developed sub-national institutions provided the key building blocks of federalism. In Italy, these institutions' absence doomed federalism. This crucial difference in the organization of local power still shapes debates about federalism in Italy and Germany today. The Society is a relatively late addition to a series of German societies of science and medicine that began with the "Deutsche Gesellschaft für Geschichte der Medizin und der Naturwissenschaften", founded in 1910 by Leipzig University's Karl Sudhoff (1853-1938), who wrote: "We want to establish a, German' society in order to gather German-speaking historians together in our special disciplines so that they form the core of an international society ... ". Yet Sudhoff, at this time of burgeoning academic internationalism, was "quite willing" to accommodate the wishes of a number of founding members and "drop the word German in the title of the Society and have it merge with an international society". The founding and naming of the Society at that time derived from a specific set of historical circumstances, and the same was true some 80 years later when in 1991, in the wake of German reunification, the "Deutsche Gesellschaft für Geschichte und Theorie der Biologie" was founded. From the start, the Society has been committed to bringing studies in the history and philosophy of biology to a wide audience, using for this purpose its Jahrbuch für Geschichte und Theorie der Biologie. Parallel to the Jahrbuch, the Verhandlungen zur Geschichte und Theorie der Biologie has become the by now traditional medium for the publication of papers delivered at the Society's annual meetings. In 2005 the Jahrbuch was renamed Annals of the History and Philosophy of Biology, reflecting the Society's internationalist aspirations in addressing comparative biology as a subject of historical and philosophical studies.
