Book excerpt: This book offers a collection of texts by Carl Friedrich von Weizsaecker (1912-2007), a major German universal scientist who was also a pioneer in physics, philosophy, religion on issues of politics and peace research. He worked with Werner Heisenberg and Otto Hahn in the German “Uranverein”, obtained a patent for plutonium during World War II and was an opponent of the nuclear armament of the German armed forces (1957). Furthermore, he published a study on the inability to defend Germany (1971) that was instrumental in the debate on defensive defense since the mid 1970s. He wrote on war and peace, peace and truth, policy implications of nuclear energy, on ethical issues of modern strategy, on consequences of war and war prevention and on the theory of power. He coined the term “world domestic policy” which still covers a valid theory for political, institutional secured world peace in the atomic age.

In contrast to official verification organisations and agencies employing professional experts, societal verification may involve the whole society or groups within it. There are two main forms of societal verification: (1) citizen reporting, which relies upon members of civil society (journalists, NGOs, think tanks, universities, mass media), and (2) whistleblowing by insiders (scientists, technicians, employees, others) working in the relevant disciplines, departments or industries who are encouraged and willing to report to the public or to the national or international verification regime regarding violations of the respective treaty of which they have become aware.

It highlights the emergence of new forms of predictive scientific expertise in this period, and shows how such forms of expertise interacted with political systems of the Cold War world order, as the future became the prism for dealing with post-industrialisation, technoscientific progress, changing social values, Cold War tensions and an emerging Third World. A forgotten problem of cultural history, the future re-emerges in this volume as a fundamentally contested field in which forms of control and central forms of resistance met, as different actors set out to colonise and control and others to liberate. The individual studies of this book show how the West European, African, Romanian and Czechoslovak "long term" was constructed through forms of expertise, computer simulations and models, and they reveal how such constructions both opened up new realities but also imposed limits on possible futures.
