More than half of 20-year-olds have not completed secondary education and nearly half of youth in the labor market are unemployed. This paper investigates protective and risk factors predisposing youth to positive and negative behaviors. These factors, including poverty, gender, education, labor market, migration, family, health, and violence, are examined by using statistics and probability models based on Haiti's first household living conditions survey. Key findings show that female youth need special attention because they are more likely than their male peers to drop out of school and to be unemployed or inactive. Role models, guidance, expectations, and contacts in the form of parents or household heads are decisive factors in keeping youth in school, and to some extent, in their finding employment. In addition, domestic migration has a negative impact on the probability of being unemployed or inactive (positive self-selection), while marriage, drug abuse, and domestic violence increase the probability of dropping out of school.

However, theories of globalization, nationalism, and citizenship tend to focus on adult actors. Youthscapes sets youth at the heart of globalization by exploring the meanings young people have created for themselves through their engagements with popular cultures, national ideologies, and global markets. The term "youthscapes" places local youth practices within the context of ongoing shifts in national and global forces. Using this framework, the book revitalizes discussions about youth cultures and social movements, while simultaneously reflecting on the uses of youth as an academic and political category. Tracing young people's movements across physical and imagined spaces, the authors examine various cases of young people as they participate in social relations; use and invent technology; earn, spend, need, and despise money; comprise target markets while producing their own original media; and create their own understandings of citizenship. This report follows forty years of structural change in the agriculture sector of BMCs, and can support the development of an updated Agriculture Sector Strategy, by identifying key trends in agriculture in BMCs, and the related opportunities for investments in support of growth, poverty reduction, and sustainability. The Study concludes that agriculture can be an important source for economic growth and a key contributor to poverty reduction, particularly for households that are profiting less from the growth in other sectors. Through the promotion of inclusive and sustainable agricultural development, CDB can play an instrumental role in supporting BMCs in meeting their SDGs targets particularly in relation to socio-economic and environmental challenges, including poverty (SDG1) food and nutrition insecurity (SDG2), obesity (SDG3), youth unemployment (SDG8), resilient infrastructure (SDG9), gender inequality (SDG5), sustainable use of natural resources, and climate change (SDG13).

The Commonwealth's youth flagship report, the Global Youth Development Index and Report, provides an evidence-based overview of the state of development for the nearly 1.8 billion young people between the ages of 15 and 30 in the world. The Youth Development Index (YDI) is a composite index of 18 indicators that collectively measure progress on youth development in 183 countries, including 49 of the 53 Commonwealth countries. The YDI has five domains, measuring levels of education, health and well-being, employment and opportunity, political participation and civic participation among young people.
