Book excerpt: Caribbean Integration Law offers a comprehensive legal analysis of the current treaties and rules governing the two main regional organisations in the Caribbean, the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS). Both organisations are operating under new treaties, the Revised Treaty of Chaguaramas and the Revised Treaty of Basseterre, respectively, which created the CARICOM Single Market and Economy, and the OECS Economic Union. The single market and economic union were built upon principles of free movement of goods, labour, and capital, and a common external tariff. This book reviews the foundations of Caribbean regional integration, the institutional frameworks of the two regional organisations, and fleshes out the scope and context of the legal systems created by the treaties. It also reviews the dispute settlement mechanisms under both treaties, including the increasingly active role of the Caribbean Court of Justice, which allows persons to enforce their treaty rights directly before the Court. The book offers selective comparisons to the current rules governing the European Union, and integrates crucial insights from the field of public international law, including the law of treaties and international institutional law.

Book excerpt: This book examines the representation of community in contemporary Anglophone Caribbean short stories, focusing on the most recent wave of Anglophone Caribbean short story writers following the genre's revival in the mid-1980s. The first extended study of Caribbean short stories, it presents the phenomenon of interconnected stories as a significant feature of late twentieth- and early twenty-first-century Anglophone Caribbean literary cultures. Lucy Evans contends that the short story collection and cycle, literary forms regarded by genre theorists as necessarily concerned with representations of community, are particularly appropriate and enabling as a vehicle through which to conceptualise Caribbean communities. The book covers short story collections and cycles by Olive Senior, Earl Lovelace, Kwame Dawes, Alecia Mckenzie, Lawrence Scott, Mark McWatt, Robert Antoni and Dionne Brand, and argues that the form of interconnected stories is a crucial part of these writers' imagining of communities, which may be fractured, plural and fraught with tensions, but which nevertheless hold together. The book takes an interdisciplinary approach to the study of community, bringing literary representations of community into dialogue with models of community developed in the field of Caribbean anthropology. The works analysed are set in Trinidad, Jamaica and Guyana, and in several cases the setting extends to the Caribbean diaspora in Europe and North America. Looking in turn at rural, urban, national and global communities, the book draws attention to changing conceptions of community around the turn of the millennium.

Book excerpt: This book provides the first in-depth and empirically grounded analysis of the foundations and evolution of the four Latin American and Caribbean regional economic courts: the Central American Court of Justice (CACJ), the Caribbean Court of Justice (CCJ), the Andean Tribunal of Justice (ATJ), and the Mercosur Permanent Review Court (MPRC). While these Courts were established to build common markets and to enforce trade liberalisation, they have often developed bodies of jurisprudence in domains not directly associated with regional economic integration. The CCJ has been most successful in the area of human and fundamental rights; the CACJ has addressed issues related to the enforcement of the rule of law in national legal arenas and longstanding border disputes between the countries of the region; and the ATJ is an island of effective adjudication on intellectual property issues. The particular trajectories of these four Courts suggest that there is no universal formula for success. Challenging the mainstream account, this book argues that the Courts' operational path is not necessarily a function of their formally delegated competences or the will of the Member States. Rather, local socio-political contextual factors play a far more decisive role in influencing the direction of regional economic courts during and after their establishment.
