Book excerpt: The purpose of this technical report is to identify functional performance requirements common to both the Consolidated Aerial Port Subsystems (CAPS) and the Cargo Movement Operations System (CMOS). The report primarily focuses on examining the functional processes of both systems. A pertinent by-product of this effort is some comparison and contrasting information about the data elements within the processes. The CMOS Division furnished the following programmatic documentation which form the basis for the conclusions presented here: 1) Remote CAPS (RCAPS) Functional Description, 14 Feb 89; 2) RCAPS Cargo Users Manual, undated; 3) RCAPS Passenger Users Manual, 1 Jul 89; 4) CMOS System Segment Specification (SSS) Increment I, undated; 5) CMOS SSS Increment II, 3 Oct 88; 6) Computer Aided Load Manifesting Users Manual/Operation Manual, AFM 28 - 346 (change 3), 1 Apr 88. This technical report is based on four assumptions. First, RCAPS provides all the functionality of CAPS. Second, all references in RCAPS to non-electronic communications are actually on-line transmissions. Third, the full requirements of CMOS are contained in the specifications. Finally, although the CMOS specifications are ambiguous regarding the accessibility of specific software applications across the network, we assumed the routines are available to all system PCs. Book excerpt: The purpose of this report is to present the similarities and differences between the Navy TCAIMS project and the Air Force Cargo Movement Operations System (CMOS) project. The analysis of the projects' documentation in Section II progresses from strategic to structured bases of comparison. The analysis focuses on three perspectives. Perspective One addresses the system development strategies of the two projects. Perspective Two identifies the organizational entities involved and lists their wartime and peacetime responsibilities in meeting the DOD TCAIMS charter. A comparison of CMOS and TCAIMS at the strategic development level reveals similarity in that both projects seek to satisfy the goals of the DOD TCAIMS charter. The projects differ in that the AF automates day-to-day operations as the basis for supporting all transportation contingencies, and the Navy concentrates on the creation and maintenance of a central database for unit deployments. Examination of the organizational structure that supports each project reveals that the services take radically different approaches to allocating DOD TCAIMS responsibilities to organization entities. The AF organizational structure is characterized by a hierarchical relationship and consolidation of transportation functions at the base transportation office. The Navy organizational structure separates cargo, passenger, and reserve force responsibilities between entities in a less clear cut hierarchical arrangement. (sdw).

The general strategy was to examine the requirements contained in the Draft Functional Requirements Document and determine their impact in each of six system design element categories. Five steps were needed to complete this study. In order of occurrence, they were: 1) to explain the processes at work in ADAM III; 2) to identify the system design element categories; 3) to visualize the incorporation of ADAM III requirements into CMOS; 4) to record each instance; and 5) to total the counts for each category. Sizing the scope of the CMOS ADAM III merger should be tempered by the presence of mitigating factors. These include: 1) evolutionary requirements definition; 2) documentation constraints; 3) requirements integration into the conceptual model of CMOS; 4) no measurement of process complexity --significant complexity is unquantified for 28 requirements; 5) inability to allocate all requirements to categories; and 6) lack of interchangeability between CMOS ad hoc queries and ADAM III preformatted queries.
