Book excerpt: "Career Academies" were developed more than 30 years ago as a drop-out prevention strategy and targeted youth considered most at risk of dropping out of high school. More recently, "Career Academies" have broadened the kinds of students they serve, consistent with efforts to integrate rigorous academic curricula with career themes and to attract students who are preparing for post-secondary education. The What Works Clearinghouse (WWC) reviewed seven studies of the effectiveness of "Career Academies." One study (Kemple & Snipes, 2000; Kemple, 2004) was a randomized controlled trial that met WWC evidence standards. The Kemple and Snipes (2000) and Kemple (2004) study was a randomized controlled trial that included a total of 1,764 students who applied to the entrance grade (9th or 10th) of nine "Career Academies" included in the evaluation. Of these, 474 students were predicted to be at high risk of dropping out of high school. The study measured outcomes at the end of a student's projected 12th-grade year and then four years after a student's projected 12th-grade year. Based on this one study, the WWC found potentially positive effects on staying in school, potentially positive effects on progressing in school, and no discernible effects on completing school. The model includes both structural and curriculum reforms. It calls for schools to reorganize into small "learning communities"--including ninth-grade academies for first-year students and career academies for students in upper grades--reduce student isolation and anonymity. It also emphasizes high academic standards and provides all students with a college preparatory academic sequence. One study of "Talent Development High Schools" met the What Works Clearinghouse (WWC) evidence standards with reservations. The quasi-experimental research design included multiple cohorts of entering ninth-grade students from 11 Philadelphia high schools--five "Talent Development High Schools" and six matched comparison schools. The WWC considers the extent of evidence for "Talent Development High Schools" to be small for progressing in school. No studies that met the WWC evidence standards with or without reservations addressed staying in school or completing school. Book excerpt: Currently, many states are adopting the Next Generation Science Standards (NGSS) or are revising their own state standards in ways that reflect the NGSS. For students and schools, the implementation of any science standards rests with teachers. For those teachers, an evolving understanding about how best to teach science represents a significant transition in the way science is currently taught in most classrooms and it will require most science teachers to change how they teach. That change will require learning opportunities for teachers that reinforce and expand their knowledge of the major ideas and concepts in science, their familiarity with a range of instructional strategies, and the skills to implement those strategies in the classroom. Providing these kinds of learning opportunities in turn will require profound changes to current approaches to supporting teachers' learning across their careers, from their initial training to continuing professional development. A teacher's capability to improve students' scientific understanding is heavily influenced by the school and district in which they work, the community in which the school is located, and the larger professional communities to which they belong. Science Teachers' Learning provides guidance for schools and districts on how best to support teachers' learning and how to implement successful programs for professional development. This report makes actionable recommendations for science teachers' learning that take a broad view of what is known about science education, how and when teachers learn, and education policies that directly and indirectly shape what teachers are able to learn and teach. The challenge of developing the expertise teachers need to implement the NGSS presents an opportunity to rethink professional learning for science teachers. Book excerpt: U.S. social programs, set up to address important problems, often fall short by funding specific models/strategies ("interventions") that are not effective. When evaluated in scientifically-rigorous studies, social interventions in K-12 education, job training, crime prevention, and other areas are frequently found ineffective or marginally effective. Interventions that produce sizable, sustained effects on important life outcomes tend to be the exception. The Top Tier Evidence Initiative seeks to assist policy officials in identifying interventions meeting the Congressional Top Tier evidence standard, defined in recent legislative provisions as "well-designed randomized controlled trials [showing] sizeable, sustained effects on important outcomes." The summary of evidence presented in this report is based on a systematic search of the literature, and correspondence with leading researchers, to identify all well-designed and implemented randomized controlled trials of Career Academies. The 9 Career Academies studied in this summary operate within large high schools in low-income, urban areas, and have three distinguishing characteristics: (1) They are organized as small learning communities (150 to 200 students) to create a more supportive, personalized learning environment; (2) They combine academic and career and technical curricula around a career theme; and (3) They establish partnerships with local employers to provide career awareness and work-based learning opportunities for students. Each Academy typically focuses on a specific field (e.g., health care). Students are recruited to attend, and then must submit an application. Approved applicants enter a Career Academy in 9th or 10th grade, and are taught by a single team of teachers through grade 12. Among key findings are an 11% increase in average annual earnings ($2,460 per year), sustained over the eight years after scheduled high school graduation. The effect was concentrated among men (who experienced a 17% earnings increase), and was not statistically significant for women. This summary of the evidence identified one such study--a large, multi-site trial--described in this report. Strong evidence of effectiveness applies to the Career Academy model evaluated in this trial as opposed to other types of Career Academies. The Panel of experts finds that this intervention meets the Congressional Top Tier evidence standard. Intervention benefits and costs are discussed.

Book excerpt: The "New Century High Schools Initiative" is a program designed to improve large, under-performing high schools by transforming them into small schools with links to community organizations. "New Century High Schools" each have about 400 students; the small size is intended to foster strong relationships between students and educators. These schools commit to a broad set of educational principles, but are free to make their own choices about curriculum. Typically, schools choose a curriculum that has a theme or career focus, such as engineering, health science, or theater. Each New Century High School is designed in partnership with a community organization that can participate in curriculum development, school management, after-school activities, or other operational aspects of the school. These organizations include arts and cultural institutions, universities, and social service groups. Partnership with community organizations is intended to bring schools additional expertise and resources related to the school theme or career focus. "New Century High Schools" are expected to maintain benchmarks of 80 percent on-time graduation rates and 92 percent attendance rates. No studies of the "New Century High Schools Initiative" that fell within the scope of the Dropout Prevention review meet What Works Clearinghouse (WWC) evidence standards. The lack of studies meeting WWC evidence standards means that, at this time, the WWC is unable to draw any conclusions based on research about the effectiveness or ineffectiveness of "New Century High Schools." "ACT Aspire"" includes assessments for students from grade 3 through early high school in five subject areas: English, mathematics, reading, science, and writing. The system uses a standard scoring system that measures progress through each grade level and culminates with the ACTʼ college admissions test. The ACT Aspire" system includes a variety of reporting features that permit schools to track individual student progress and examine trends for groups of learners. This intervention report presents findings from a systematic review of "ACT Aspire"" conducted using the WWC Procedures and Standards Handbook (version 3.0) and the Transition to College review protocol (version 3.2). No studies of "ACT Aspire"" that fall within the scope of the Transition to College review protocol meet What Works Clearinghouse (WWC) group design standards. Because no studies meet WWC group design standards at this time, the WWC is unable to draw any conclusions based on research about the effectiveness or ineffectiveness of "ACT Aspire"" on high school and college students. Research that meets WWC design standards is needed to determine the effectiveness or ineffectiveness of this intervention. A glossary of terms is included.

The What Works Clearinghouse (WWC) reviewed six studies of the effectiveness of "Middle College High School." Only one study of "Middle College High School" met the WWC evidence standards. This randomized controlled trial included 394 students in the Seattle Public Schools who were assigned to an intervention group that was offered admission to the alternative high school or a control group that was not. Control group students were free to participate in other regular and alternative high schools operated by the school district and in General Educational Development (GED) programs. Most control group students participated in one of these other education options. Findings presented in this report were drawn from a follow-up survey administered about two years after random assignment. Book excerpt: "Talent Search" aims to help low-income and first-generation college students (those whose parents do not have four-year college degrees) complete high school and gain access to college through a combination of services designed to improve academic achievement and increase access to financial aid. Services include test taking and study skills assistance, academic advising, tutoring, career development, college campus visits, and financial aid application assistance. Two studies of "Talent Search"--both included in the same report--met What Works Clearinghouse (WWC) evidence standards with reservations--one conducted in Texas and another in Florida. The Texas study involved 10 "Talent Search" projects (each serving 10-20 high schools) and 4,027 participants, who were matched to 30,842 nonparticipants from the same high schools based on propensity scoring methods that matched students on 18 demographic, socioeconomic, and academic characteristics. The Florida study involved five Talent Search projects (each serving 10-20 high schools) and 900 participants, who were matched to 42,514 nonparticipants from the same high schools using propensity scoring methods that matched students on 13 demographic, socioeconomic, and academic characteristics. For both the Texas and Florida samples, statistical tests found that treatment and comparison group samples were not statistically different at the 0.05 level on any of the demographic or academic measures used in the matching procedures. In both states, the study focused on participants who were ninth graders in the fall of the 1995-96 school year. "Talent Search" was found to have potentially positive effects on completing school. Using a whole-school improvement approach, the goal of "Success for All"[R] is for all students (including English language learners) to read at grade level by the end of the third grade. The program consists of 90 minutes of daily instruction, during which time students are grouped by their instructional level rather than their current grade level. Students are moved to new reading groups every quarter based on their progress in pursuit of the program's goal. The What Works Clearinghouse (WWC) identified 30 studies of the impact of "Success for All"[R] on English language learners that were published or released between 1983 and 2012. Eight studies are within the scope of the English Language Learners review protocol but do not meet WWC evidence standards. Four studies did not establish that the comparison group was comparable to the intervention group prior to the start of the intervention. Three studies had only one unit assigned to one or both conditions, which makes it impossible to attribute the observed effect solely to the "Success for All"[R] intervention. One study had a separate technology intervention used in addition to "Success for All"[R] in some intervention schools and no comparison schools, which makes it impossible to attribute the observed effect solely to the "Success for All"[R] intervention. Fourteen studies are out of the scope of the English Language Learners review protocol because they have an ineligible study design. Eight studies are out of the scope of the English Language Learners review protocol for reasons other than study design. A glossary of terms is included.
