Jennifer Rasell shows that norms and processes in the Hungarian welfare system placed symbolic weight on nuclear families whilst restricting and devaluing other possible ties for children in care, in particular to siblings, friends, welfare workers and wider communities. In focussing on care practices both within and outside kin relations, Rasell shows that children valued relationships that were produced through personal attention, engagement and emotional connections. Highlighting the diversity of experiences in state care in socialist Hungary, this book’s nuanced insights represent an important contribution to research on children’s well-being and family policies in Central-Eastern Europe and beyond.

Book excerpt: In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

What is most enticing are the small victories experienced in the story because they give you a break from the horrors of some of the foster homes. Karlos was told he was not loved, he was not wanted and he was nothing but a ward of the State. Karlos had nothing left to look forward to and that almost ended his life, but his hope to find a family that loved him kept him alive.

And yet, the ACA rolled out, in infamously bumpy fashion, and rolled on, fought and defended at every turn—despite President Obama’s claim, in 2014, that its proponents and opponents could finally “stop fighting old political battles that keep us gridlocked.” But not only would the battles not stop, as Obamacare Wars makes acutely clear, they spread from Washington, DC, to a variety of new arenas. The first thorough account of the implementation of the ACA, this book reveals the fissures the act exposed in the American federal system. Obamacare Wars shows how the law’s intergovernmental structure, which entails the participation of both the federal government and the states, has deeply shaped the politics of implementation. Focusing on the creation of insurance exchanges, the expansion of Medicaid, and execution of regulatory reforms, Daniel Béland, Philip Rocco, and Alex Waddan examine how opponents of the ACA fought back against its implementation. Book excerpt: Protected Children, Regulated Mothers examines child protection in Stalinist Hungary as a part of twentieth-century (East Central, Eastern, and Southeastern) European history. Across the communist bloc, the increase of residential homes was preferred to the prewar system of foster care. The study challenges the transformation of state care into a tool of totalitarian power. Rather than political repression, educators mostly faced an arsenal of problems related to social and economic transformations following the end of World War II. They continued rather than cut with earlier models of reform and reformatory education. The author’s original research based on hundreds of children’s case files and interviews with institution leaders, teachers, and people formerly in state care demonstrates that child protection was not only to influence the behavior of children but also to regulate especially lone mothers’ entrance to paid work and their sexuality. Children’s homes both reinforced and changed existing patterns of the gendered division of work. A major finding of the book is that child protection had a centuries-long common history with the “solution to the Gypsy question” rooted in efforts towards the erasure of the perceived work-shyness of “Gypsies.”

Since President Trump's election into office, the ACA has stayed in the headlines. Trump has continued to call for the replacement and repeal of the ACA, and several efforts have spawned in both the House and the Senate to accomplish this goal. Unlike welfare reform, which was generally embraced by all states, the ACA has proven very divisive in some states, with some states actively seeking to block implementation. Alternative solutions continue to prove elusive. To better understand the major factors driving decision-making process and state-level dynamics influencing state support or opposition of the ACA, this book examines the initial implementation through established support and opposition factors across four states: Alabama, Michigan, California, and New Hampshire.
