Book excerpt: A better and more complete understanding of family farms is urgently needed to guide policy makers’ efforts towards achieving a number of Sustainable Development Goals (SDGs). This paper takes stock of the number of farms worldwide, and their distribution and that of farmland, on the basis of agricultural censuses and survey data. Thus, it shows that there are more than 608 million farms in the world. Rough estimates also indicate that more than 90 percent of these farms are family farms (by our definition) occupying around 70–80 percent of farmland and producing about 80 percent of the world’s food in value terms. We underscore the importance of not referring to family farms and small farms (i.e., those of less than 2 hectares) interchangeably: the latter account for 84 percent of all farms worldwide, but operate only around 12 percent of all agricultural land, and produce roughly 36 percent of the world’s food. The largest 1 percent of farms in the world operate more than 70 percent of the world’s farmland. The stark differences between family farms, in terms of size, their share in farmland distribution, and their patterns across income groups and regions, make clear the importance of properly defining different types of farms and distinguishing their differences when engaging in policy discourse and decision making towards the SDGs. The paper also considers evidence on labour and age provided by the censuses. There is a need to improve agricultural censuses if we want to deepen our understanding of farms.

Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.

Book excerpt: Mayas, and indeed all Guatemalans, are currently experiencing the collapse of their way of life. This collapse is disrupting ideologies, symbols, life practices, and social structures that have undergirded their society for almost five hundred years, and it is causing rapid and massive religious transformation among the K’iche’ Maya living in highland western Guatemala. Many Maya are converting to Christian Pentecostal faiths in which adherents and leaders become bodily agitated during worship. Drawing on over fifty years of research and data collected by field-school students, Hawkins argues that two factors—cultural collapse and systematic social and economic exclusion—explain the recent religious transformation of Maya Guatemala and the style and emotional intensity through which that transformation is expressed. Guatemala serves as a window on religious change around the world, and Hawkins examines the rapid pentecostalization of Christianity not only within Guatemala but also throughout the global South. The “pentecostal wail,” as he describes it, is ultimately an acknowledgment of the angst and insecurity of contemporary Maya.

Today, U.S. interests are under rising pressure from water scarcity, extreme weather events and water-driven ecological change in key geographies of strategic interest to the U.S. Those water-driven stresses are undermining economic productivity, weakening governance systems and fraying social cohesion in scores of countries and, in the process, undermining the vitality of rural livelihoods, fostering local and ethnic conflicts, driving broad migratory movements and contributing to the growth of insurgencies and terrorist networks. While the U.S. intelligence community has steadily expanded natural resource concerns in their global threat analyses, our overseas development assistance remains locked into provision of water and hygienic services rather than responding to the full sweep of global water challenges including governance and policy failures, growing conflicts over water and the need for promoting sustainable transboundary water arrangements in partner countries. A fundamental departure from the past is urgently needed. Based on 18 case studies, Water, Security and U.S. Foreign Policy provides an analytical framework to help policy makers, scholars and researchers studying the intersection of U.S. foreign policy with the environment and sustainability issues, interpret the impacts of water-driven social disruptions on the stability of partner governments and U.S. interests abroad. The book also delivers specific recommendations to reorient U.S. development and diplomatic engagements that can forestall and prevent social disruptions and ensuing threats to U.S. prosperity and national security.

'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the 'World Development Report'.

Simple ad-hoc fixes, like deletion or mean imputation, only work under highly restrictive conditions, which are often not met in practice. Multiple imputation replaces each missing value by multiple plausible values. The variability between these replacements reflects our ignorance of the true (but missing) value. Each of the completed data set is then analyzed by standard methods, and the results are pooled to obtain unbiased estimates with correct confidence intervals. Multiple imputation is a general approach that also inspires novel solutions to old problems by reformulating the task at hand as a missing-data problem. This is the second edition of a popular book on multiple imputation, focused on explaining the application of methods through detailed worked examples using the MICE package as developed by the author. This new edition incorporates the recent developments in this fast-moving field.
