Book excerpt: Over a period of some twenty years, Mexican-born artisan Dionicio Rodríguez created imaginative sculptures of reinforced concrete that imitated the natural forms and textures of trees and rocks. He worked in eight different states from 1924 through the early 1950s but spent much of his early career in San Antonio, where several of his creations have become beloved landmarks. More than a dozen of Rodríguez’s works have been included on the National Register of Historic Places. Patsy Pittman Light has spent a decade documenting the trabajo rústico (“rustic work”) of Rodríguez, along with its antecedents in Europe and Mexico, and the subsequent work of those Rodríguez trained in San Antonio. Two years of repeated attempts, an understanding of flight mechanics and insight into the art of photography brought success: he captured a sharply focused image of a barn owl leaving its nest. Dalton had created the art of motion photography. Capturing Motion: My Life in High Speed Nature Photography is part memoir, part adventure story and part scientific explanation, illustrated throughout with Dalton's pioneering photographs. Dalton explains how the photographic equipment of the time worked and takes the reader on his journeys into the English countryside in the 1960s as he searched for subjects. Each attempt could be long and frustrating but success finally came with his image of a barn owl in flight: We employed two cameras set-up side by side in the hide, one containing color film that had to be sent away to Kodak for processing, which took a week, while the other was loaded with black and white film. When the owl took off both cameras recorded two almost identical images. More often than not the negatives revealed that at least one of the flash heads failed to fire, ruining the chance of obtaining the lighting so carefully planned. Even when we managed to obtain an image, the chances were that the wings were not in an attractive position. By now, after three weeks our patience was running thin. Although we had managed to obtain a few indifferent pictures, none of them did justice to the bird and the setting. I decided to struggle on for a few more days. A couple of evenings had passed when out of the blue everything jelled - next morning from out of the developing tank I withdrew a strip of dripping negatives that held the image that had been in my mind's eye for weeks - all four flash lamps had fired and the owl's wings were perfect. Capturing Motion follows the incredible journey of a highly skilled and creative nature photographer inventing an entirely new method. All photographers will enjoy reading about the determination and skill that went into creating a method they use every day in their craft.

Efforts to regulate such resources are too often undermined by the people whose livelihoods depend on their use. One of the great challenges for wildlife managers in the twenty-first century is learning to create the conditions under which people will erect effective and workable rules to conserve those resources. James M. Acheson, author of the best-selling Lobster Gangs of Maine (the seminal work on the culture and economics of lobster fishing), here turns his attention to the management of the lobster industry. In this illuminating new book, he shows that resource degradation is not inevitable. Indeed, the Maine lobster fishery is one of the most successful fisheries in the world. Catches have been stable since World War II, and record highs have been achieved since the late 1980s. According to Acheson, these high catches are due, in part, to the institutions generated by the lobster-fishing industry to control fishing practices. These rules are effective. Rational choice theory frames Acheson's down-to-earth study. Rational choice theorists believe that the overexploitation of marine resources stems from their common-pool nature, which results in collective action problems. In fisheries, what is rational for the individual fishermen can lead to disaster for the society. The progressive Maine lobster industry, lobster fishermen, and local groups have solved a series of such problems by creating three different sets of regulations: informal territorial rules; rules to control the number of traps; and formal conservation legislation. In recent years, the industry has successfully influenced new regulations at the federal level and has developed a strong co-management system with the Maine government. The process of developing these rules has been quite acrimonious; factions of fishermen have disagreed over lobster rules designed to give commercial advantage to one group or another. Although fishermen and scientists have come to share a conservation ethic, they often disagree over how to best conserve the lobster and even the quality of science. The importance of Capturing the Commons is twofold: it provides a case study of the management of one highly successful fishery, which can serve as a management model for policy makers, politicians, and local communities; and it adds to the body of theory concerning the conditions under which people will and will not devise institutions to manage natural resources.
