Book excerpt: The Capstone Concept for Joint Operations (CCJO) is the overarching concept of the family of joint concepts that guides the development of future joint capabilities. Its purpose is to lead force development and employment primarily by providing a broad description of how the future joint force will operate. Service concepts and subordinate joint operating, functional, and integrating concepts will expand on the CCJO solution. Interagency and multinational partners may use it to assess potential integration requirements and opportunities. The CCJO broadly describes how future joint forces are expected to operate across the range of military operations in 2012-2025 in support of strategic objectives. It applies to operations around the globe conducted unilaterally or in conjunction with multinational military partners and other government and nongovernment agencies. It envisions military operations conducted within a national strategy that incorporates all instruments of national power. This concept is applicable to combatant commands, the Military Services, Defense agencies, and the Joint Staff for concept development and experimentation. The CCJO briefly describes the environment and military problem expected to exist in 2012-2025 (from just outside the future years defense program to 20 years in the future). It proposes a solution to meet challenges across the range of military operations and describes key characteristics of the future joint force. This concept concludes by presenting risks and implications associated with this concept.

Book excerpt: The Joint Staff, J7 Joint Experimentation, Transformation, and Concepts Division asked the Institute for Defense Analyses (IDA) Joint Advanced Warfighting Program (JAWP) to evaluate how adequately the Capstone Concept for Joint Operations (CCJO) covers joint command and control (JC2). The CCJO heads the family of joint operations concepts (JOpsC) that describe how joint forces are expected to operate across the range of military operations in 2012-2025. Its purpose is to lead force development and employment primarily by providing a broad description of how the future joint force will operate. The IDA study team first evaluated the CCJO itself relative to JC2. The team then reviewed current doctrine, operations, planning, and activities with JC2 content -- the Universal Joint Task List (UJTL), Multi-Service Force Deployment (MSFD) Scenarios, wargames, and experiments -- for possible insight that might inform the next revision of the CCJO. These sources proved generally unhelpful. The study team then examined advanced theoretical work, especially the OSD Command and Control Research Program (CCRP), for insight. This proved very useful and provided a theoretical framework of possible future JC2. Next the team reviewed concepts subordinate to the CCJO that have JC2 content, particularly the C2 functional and integrating concepts. Both were consistent with the CCRP framework and were conceptually ahead of the CCJO. Finally, the team examined selected Defense Advanced Research Projects Agency C2 work and activities at JFCOM. Both reinforced the correctness of the direction reflected in the CCRP and the subordinate JC2 concepts. In answering four specific sponsor-directed questions related to doctrinal command structures, capability gaps, treatment of C2 in the CCJO, and subordinate C2 concepts, the study team reached four conclusions indicating that greater clarity regarding future JC2 is needed in the CCJO.

As opposed to traditional strategies of warfighting or coercion, shaping relies less on threats, demonstrations, and uses of violence and more on attraction, persuasion, and legitimacy. Because shaping relies more on soft power than on hard power, this approach contradicts the conventional wisdom of the purpose militaries serve. Kyle J. Wolfley explores the emergence of shaping in classical strategy and its increased frequency following the end of the Cold War when threats and allies became more ambiguous. He illustrates the four logics of shaping—attraction, socialization, delegation, and assurance—through five case studies of recent major military exercise programs led by the United States, China, India, the United Kingdom, and Russia. Moreover, the author reveals through sentiment analysis and statistics of over one thousand multinational exercises from 1980 to 2016 how major powers reacted to a complex international environment by expanding the number and scope of shaping exercises. Illuminating an understudied but surprisingly common tool of military statecraft, this book offers a fresh understanding of military power in today's competitive international system.

It provides a guide to how the Army will apply available resources to overcome adaptive enemies and accomplish challenging missions. TRADOC Pam 525-3-0 articulates how to think about future armed conflict within an uncertain and complex environment. It provides a foundation for a campaign of learning and analysis that will evaluate and refine the concept's major ideas and required capabilities. Ultimately, prioritized capabilities that emerge from this concept and subordinate, more detailed concepts will guide changes in doctrine, organization, training, materiel, leader development and programs related to the human dimension for our Army. The aim of Army operations is to set conditions that achieve or facilitate the achievement of policy goals and objectives. Future enemies will constantly adapt and seek ways to overcome Army strengths and capitalize on what they perceive as our vulnerabilities. We operate where our enemies, indigenous populations, culture, politics, and religion intersect and where the fog and friction of war persists. The U.S. Army must maintain its core competency of conducting effective combined arms operations in close combat to employ defeat and stability mechanisms against a variety of threats. The U.S. Army must also hone its ability to integrate joint and interagency assets, develop the situation through action, and adjust rapidly to changing situations to achieve what this concept defines as operational adaptability. Operational adaptability requires a mindset based on flexibility of thought calling for leaders at all levels who are comfortable with collaborative planning and decentralized execution, have a tolerance for ambiguity, and possess the ability and willingness to make rapid adjustments according to the situation. Operational adaptability is essential to developing situational understanding and seizing, retaining, and exploiting the initiative under a broad range of conditions. Operational adaptability is also critical to developing the coercive and persuasive skills the Army will need to assist friends, reassure and protect populations, and to identify, isolate, and defeat enemies. Although the Army must continue to develop technology to meet future challenges, we must emphasize the integration of technology into capable formations commanded by innovative leaders who are comfortable operating under conditions of ambiguity and uncertainty. To maximize the potential of technological developments, we must conscientiously evolve and adapt capabilities based on changes in threat capabilities and the operational environment.
