Book excerpt: The long-running debate on Britain's apparent economic decline in the last 120 years (not exactly noticeable in the living standards of ordinary people, which have risen enormously in that time) has generated a large economic and statistical literature and a great deal of heat in rival social and cultural explanations. The 'decline' has been confidently attributed to the permeation of the business elite by the anti-industrial and anti-commercial attitudes communicated by public schools and the old universities through their propagation of aristocratic and gentry values; and the readiness of the buiness elite to be thus permeated has been ascribed to the persistent tendency of new men of wealth to transform themselves into landed gentlemen. There have been equally confident claims to have overturned this traditional view that wealthy merchants and industrialists sought to acquire landed estates and country houses, and to have established that 'gentlemanly values' were in fact economically advantageous to Britain because she never was a primarily industrial economy. In this book, Professor Thompson subjects these interpretations to the test of the actual evidence, and firmly re-establishes the conventional wisdom on the characteristic desire of new money to acquire land and a place in the country, an aspiration which continues to be manifest today. At the same time, he shows that aristocratic and gentry cultures have not by any means been consistently anti-industrial or anti-business, and that many of the businessmen-turned-landowners have in fact not turned their backs on industry, but have founded business dynasties. Gentrification has indeed occurred ona large scale over the last two hundred years, but has had no discernible effects one way or the other on Britain' economic performance.

The book contextualizes James’s writing within a broader cultural and social history to uncover relationships among increasingly sensory-focused media technologies, mass-consumer practices, and developments in literary style when they spread to Europe at the inception of the era of big business. Combining cultural studies with neoclassical Marxism and postcolonial theory, the study addresses a gap in scholarship concerning the rise of literary modernism as a cosmopolitan phenomenon. Although scholars have traditionally acknowledged the international character of artists’ participation in this movement, when analyzing the contributions of American expatriate writers in Europe, they generally assume an unequal degree of reciprocity in transatlantic cultural exchange with European artists being more influential than American ones. This book argues that James identifies a cultural form of American imperialism that emerged out of a commercialized version of cosmopolitanism. Yet the author appropriates the arts of modernity when he realizes that art generated with the mechanized principles of mass-production spurred a diverse range of aesthetic responses to other early-twentieth century technological and organizational innovations.

The book subsequently fell out of favour but recent claims to establish a new interpretative standard have, paradoxically, prompted reviewers to cast back to Burn's work as the orthodox standard against which such claims should be judged. The essays in this volume by British and American contributors all engage, to varying degrees, with the notion of 'equipoise' and how it can help to illuminate the mid-Victorian period in ways which alternative formulations cannot. Some of the chapters develop arguments embedded in Burn's own book; others take up issues largely absent in The Age of Equipoise, such as the position of children, Britain's interaction with the wider world, and the threats the period experienced to its concept of masculine identity. Together the essays demonstrate the intricacy and turbulence of the forces of cohesion in Victorian society, along with the success of that culture in achieving a working, if shifting, modus vivendi. Moreover, they substantiate the argument that, whatever the limitations of Burn's work, 'equipoise' deserves rehabilitation as a powerful conceptual framework for making sense of mid-Victorian Britain. As the Jewish immigrants assimilated either American or British cultural values, those in New York moved en masse into self-employment, while those in London opted to remain as workers. Godley then reinterprets the broad thrust of British twentieth century economic history, emphasising how these long-standing anti-entrepreneurial and highly conservative craft cultural values among the English working classes acted as a drag on innovation, hampering industrial relations, investment and growth.
