Book excerpt: A study of agrarian thought in prewar Japan, this bonk concentrates on the developing fissure between official and rural conceptions of nationalism in the late nineteenth and early twentieth centuries. Professor Havens analyzes the response of Japanese farmers and their spokesmen to the pursuit of modernization during the Meiji and Taishō periods. Through a critical examination of writings and speeches of major farm ideologues, including Gondō Seikyō, Tachibana Kōzaburō, and Katō Kanji, the author examines the ways in which agrarianist theories shaped modern Japanese nationalism and the extent to which rural ideologies triggered political violence in the turbulent 1930s. He then focuses on the romantic rural communalism of the 1920s and 1930s as an example of antigovernment nationalism designed to rescue the Japanese people at large from bureaucracy, capitalism, and urbanization. Based on extensive research in modern Japanese ideological, political, and economic materials, the study offers new insight into the early twentieth century revolution in nationality sentiments and provides fresh grounds for doubting the state's monopoly on public loyalties during the years immediately preceding Pearl Harbor. There has long been concern that Japan's aggressive economic development might be a harbinger of an equally aggressive nationalism, reminiscent of the dark era leading up to World War II. The media has fueled the image of a newly aggressive Japan by using martial metaphors such as Samurai capitalism that is invading American markets. Moreover, the Japanese are also portrayed as subservient members of a conformist society manipulated by political authority. However, a long-time resident in Japan and scholar on U.S.-Japanese relations argues that contemporary Japanese nationalism has no connection to its prewar embodiment and fears of an authoritarian and aggressive Japan have no basis in reality. Of the many changes in Japan since the end of the war, the most significant has been the development of a deeply ingrained democratic political culture. Although a strong force in Japan today, nationalism is manifested by a strong ethnic, cultural, and racial identification and not by citizen identification with the state. By examining the wide varieties of nationalism in contemporary Japan and by explaining the role that they play in society and politics, academics, professionals, government officials, business people, and the general public will find this analysis invaluable for understanding contemporary Japan. In the United States, nearly one in every three scientists and engineers was engaged in defense-related research and development at the end of the Cold War, but the relative strength of the American economy has declined in recent years. What is the relationship between what has happened in the two countries? And where did Japan's technological excellence come from? In an economic history that will arouse controversy on both sides of the Pacific, Richard J. Samuels finds a key to Japan's success in an ideology of technological development that advances national interests. From 1868 until 1945, the Japanese economy was fired by the development of technology to enhance national security; the rallying cry "Rich Nation, Strong Army" accompanied the expanded military spending and aggressive foreign policy that led to the disasters of the War in the Pacific. Postwar economic planners reversed the assumptions that had driven Japan's industrialization, Samuels shows, promoting instead the development of commercial technology and infrastructure. By valuing process improvements as much as product innovation, the modern Japanese system has built up the national capacity to innovate while ensuring that technological advances have been diffused broadly through industries such as aerospace that have both civilian and military applications. Struggling with the uncertainties of a post-Cold War economy, the United States has important lessons to learn from the way Japan has subordinated defense production yet emerged as one of the most technologically sophisticated nations in the world. The Japanese, like the Venetians and the Dutch before them, show us that butter is just as likely as guns to make a nation strong, but that nations cannot hope to be strong without an ideology of technological development that nourishes the entire national economy.

Using what logic did wartime Japanese embrace both the rationality that denied and the nationalism that promoted this mythology? Focusing on three groups of science promoters—technocrats, Marxists, and popular science proponents—this work demonstrates how each group made sense of apparent contradictions by articulating its politics through different definitions of science and visions of a scientific Japan. The contested, complex political endeavor of talking about and promoting science produced what the author calls "scientific nationalism," a powerful current of nationalism that has been overlooked by scholars of Japan, nationalism, and modernity.
