Book excerpt: Investment funds play a key role in mass privatization in many transition economies. But have they lived up to expectations? The authors look at that question in the two earliest and best-known cases--Russia and the Czech Republic. The evidence is discouraging. It appears that the funds have either not been able to enhance the value of their holdings or have failed to share any gains with their investors. Dividends have been extremely low. Property rights created in a hasty attempt to depoliticize property relations are weak. And capital markets remain illiquid. Many funds have simply become holding companies rather than active portfolio investors. The initial design problems in mass privatization--asymmetric information and imperfect property rights--remain.

The literature to date has emphasized how actors that are powerful and legitimate (for example, a national government) may coerce the adoption of reforms by dependent actors (for example, state governments and other organizations whose activities are governed by the federal government). The authors observe that an actor's power alone may be sufficient to promote reform, regardless of the actor's legitimacy. But such reforms are more susceptible to subsequent change than those that emerge from processes not subject to the influence of external actors whose sway derives from their power alone. They develop and test their arguments in the context of the worldwide electricity provision industry by analyzing countries' adoption of reforms in response to conditional lending practices by multilateral organizations such as the World Bank and the International Monetary Fund. The authors find that reforms adopted in response to coercive pressures exerted by these organizations encounter much greater resistance, and that the incidence of financial and economic crises, the absence of checks and balances in established political institutions, and the inexperience of investor coalitions dramatically increase the predicted level of resistance. Recent work on the neoliberal intellectual movement around the Mont Pelerin Society has allowed for closer study of the relationship between ideas, interests, and institutions. Yet even as this literature brought neoliberalism down to earth, it tended to reproduce a European and American perspective on the world. With the notable exception of Augusto Pinochet’s Chile, long seen as a laboratory of neoliberalism, the new literature followed a story of diffusion as ideas migrated outward from the Global North. Even in the most innovative work, the cast of characters remains surprisingly limited, clustering around famous intellectuals like Milton Friedman and Friedrich Hayek. Market Civilizations redresses this absence by introducing a range of characters and voices active in the transnational neoliberal movement from the Global South and Eastern Europe. This includes B. R. Shenoy, an early member of the Mont Pelerin Society from India, who has been canonized in some circles since the Singh reforms; Manuel Ayau, another MPS president and founder of the Marroquín University, an underappreciated Latin American node in the neoliberal network; Chinese intellectuals who read Hayek and Mises through local circumstances; and many others. Seeing neoliberalism from beyond the industrial core helps us understand what made radical capitalism attractive to diverse populations and how often disruptive policy ideas “went local.”
