When banks efficiently mobilize and allocate funds, this lowers the cost of capital to firms, boosts capital formation, and stimulates productivity growth. So, weak governance of banks reverberates throughout the economy with negative ramifications for economic development. After reviewing the major governance concepts for corporations in general, the author discusses two special attributes of banks that make them special in practice: Greater opaqueness than other industries and greater government regulation. These attributes weaken many traditional governance mechanisms. Next, he reviews emerging evidence on which government policies enhance the governance of banks and draws tentative policy lessons. In sum, existing work suggests that it is important to strengthen the ability and incentives of private investors to exert governance over banks rather than to rely excessively on government regulators. These conclusions, however, are particularly tentative because more research is needed on how legal, regulatory, and supervisory policies influence the governance of banks.This paper - a product of the Global Corporate Governance Forum, Corporate Governance Department - is part of a larger effort in the department to improve the understanding of corporate governance reform in developing countries.

More specifically, this study aims to find out the effect of human capital development and economic development. The target or accessible population of the study was 60 of educated employee or instructors in educational institutions in Mogadishu an which a sample of 49 respondents was drawn using stratified random sampling and proportionate was used to determine sample size for each of the three educational institutions such as plasma university, modern university and university of Somalia, To achieve the objectives of the study, a survey design was employed. The study relied principally on primary data which was collected using questionnaires containing close ended questions for ease of analysis. Data was analyzed using descriptive with the aid of Statistical Package for Social Sciences.Based on the finding in objective one which indicates the total average mean, the second objectives which indicates the total average mean,, Based on the findings in objective third and fourth or specific objectives of the study indicates the total average mean so that the all objectives indicate a good sign or positive sign, means the overall Skill building and training of the educational institutions are very good While the overall mean of economic development was scored a as shown in the table of chapter four indicates, so that the study indicates that human capital development have a significant and strong relationship towards the economic development. The researcher recommends further investigation should be conducted to collect data from other educational institutions such to see whether human capital development are increasing and effecting the economics in the country. The study also recommends that the Expand human capital investment on institutional capacity by strengthening the infrastructure of educational institutions to produce quality manpower to eradicate the level of illiterate and effect the economics of the country

Book excerpt: The long-standing barriers between commercial and investment banking have eroded, both with and without the help of Congress and the federal bank regulators. The restrictions were originally put into place in the 1930s in response to fears that merging the activities would, and did, lead to fraudulent activities. At the time the legislation was passed, there were those such as Adolf Berle, who believed that the separation would have long term detrimental consequences for the capital development of the economy. Berle argued that if commercial banks could not undertake long term capital investments, then a government owned, nation-wide system of capital-credit banks should be established along the lines of the Federal Reserve System. He based his argument on the theory developed earlier by Harold Moulton of The Brookings Institution, that because a fractional reserve banking system allows lending without a directly corresponding reduction in consumption expenditures, the credit so created by the banking system could be used for investment in capital. Moulton developed his views in a book published by the Brookings Institution in 1935, and Berle presented his proposal in 1939 to the Temporary National Economic Committee (TNEC).The purpose of this paper is to present the views of Moulton and Berle, evaluate their proposal and its relationship to present day proposals for government involvement in public capital creation. Finally, there is an assessment of the political feasibility of such proposals.
