Book excerpt: This research is an attempt at explaining and analyzing capital flight from Southeast Asia. The research surveys the literature on the meanings and measurements of capital flight. ''Was capital fleeing Southeast Asia?'' is answered using the residual method. Next the issue ''Why was capital fleeing Southeast Asia?'' is addressed. The examination is done using direct and indirect linkages between capital flight and external borrowing. ''Should Southeast Asia worry about capital flight?'' is the third issue of the research. Counterfactual calculations using a planning method and multiplier method explore what the effects is capital flight was regulated and the funds were used in productive domestic activities. Finally, ''What is to be done?'' Policy guidelines are discussed that could lead to restrain, reduce, and reverse capital flight.

Trade in the APEC region has been increasing, but the large rise in China’s exports has also been disturbing as it exhibits export substitution. The first two papers conclude that every economy has gained in trade, though some are more successful than others. And that rise in export has a lot to do with a rise in foreign direct investments. Macroeconomic stability is the pre-condition to growth. Empirical studies show that the lack of stability has encouraged capital to flee an economy. Similarly, a market-oriented, price-driven and matured financial market provides an alternative source of funding. The lesson in economic development is that success in economic growth requires both an externally friendly market environment as well as consistent and favourable internal policies.
