Although we know a great deal about the general importance of civil society and social capital for the development of sustainable democracy, we still know little about what specific local governing qualities or political capital that interact with democratic development. The collected data covers time series of surveys from between 15 to 30 political and administrative leaders in over a hundred middle-sized European and Eurasian cities. The study takes us across the 1980s and 1990s, going from cities in Sweden and the Netherlands - through the Baltic cities - to the cities of Belarus and Russia. The findings show the importance of local political capital based on commitments to core democratic values, informal governance networks, and the significance of initially connecting the community to global, non-economic relationships.

Book excerpt: Chile emerged from military rule in the 1990s as a leader of free market economic reform and democratic stability, and other countries now look to it for lessons in policy design, sequencing, and timing. Explanations for economic change in Chile generally focus on strong authoritarianism under General Augusto Pinochet and the insulation of policymakers from the influence of social groups, especially business and landowners. In this book Eduardo Silva argues that such a view underplays the role of entrepreneurs and landowners in Chile's neoliberal transformation and, hence, their potential effect on economic reform elsewhere. He shows how shifting coalitions of businesspeople and landowners with varying power resources influenced policy formulation and affected policy outcomes. He then examines the consequences of coalitional shifts for Chile's transition to democracy, arguing that the absence of a multiclass opposition that included captialists facilitated a political transition based on the authoritarian constitution of 1980 and inhibited its alternative. This situation helped to define the current style of consensual politics that, with respect to the question of social equity, has deepened a neoliberal model of welfare statism, rather than advanced a social democratic one.

But satisfactory answers have been hard to find for lack of adequate data and clear guiding theories. In this work the author analyzes a unique collection of data from twenty countries, ranging as far back as the eighteenth century, to uncover key economic and social patterns. His findings transform debate and set the agenda for the next generation of thought about wealth and inequality. He shows that modern economic growth and the diffusion of knowledge have allowed us to avoid inequalities on the apocalyptic scale predicted by Karl Marx. But we have not modified the deep structures of capital and inequality as much as we thought in the optimistic decades following World War II. The main driver of inequality--the tendency of returns on capital to exceed the rate of economic growth--today threatens to generate extreme inequalities that stir discontent and undermine democratic values if political action is not taken. But economic trends are not acts of God. Political action has curbed dangerous inequalities in the past, the author says, and may do so again. This original work reorients our understanding of economic history and confronts us with sobering lessons for today.

Based on a survey of the country’s elites, this study examines the effect of different forms of capital (cultural, social and political) on access to strategic positions in the legislative and executive branches of government. It focuses on the political elite between 1990, when military dictator Augusto Pinochet handed over the presidency to Patricio Aylwin, his democratically elected successor, and 2010, the end of President Michelle Bachelet’s first government. At least three points are germane to this analysis: (1) understanding the nature of the party elites during the political transition; (2) describing and explaining the main aspects of the party elites’ background and social resources, including their family networks (independent variables); and (3) exploring the effect of those variables on individuals’ chances of achieving strategic positions in the political field, comparing the legislative and executive branches as represented by deputies and ministers (dependent variable).

Book excerpt: From the Mesoamerican highlands to the Colca Valley in Peru, pre-Columbian civilizations were bastions of power that have largely been viewed through the lens of rulership, or occasionally through bottom-up perspectives of resistance. Rather than focusing on rulers or peasants, this book examines how intermediate elites—both men and women—helped to develop, sustain, and resist state policies and institutions. Employing new archaeological and ethnohistorical data, its contributors trace a 2,000-year trajectory of elite social evolution in the Zapotec, Wari, Aztec, Inka, and Maya civilizations. This is the first volume to consider how individuals subordinate to imperial rulers helped to shape specific forms of state and imperial organization. Taking a broader scope than previous studies, it is one of the few works to systematically address these issues in both Mesoamerica and the Central Andes. It considers how these individuals influenced the long-term development of the largest civilizations of the ancient Americas, opening a new window on the role of intermediate elites in the rise and fall of ancient states and empires worldwide. The authors demonstrate how such evidence as settlement patterns, architecture, decorative items, and burial patterns reflect the roles of intermediate elites in their respective societies, arguing that they were influential actors whose interests were highly significant in shaping the specific forms of state and imperial organization. Their emphasis on provincial elites particularly shifts examination of early states away from royal capitals and imperial courts, explaining how local elites and royal bureaucrats had significant impact on the development and organization of premodern states. Together, these papers demonstrate that intricate networks of intermediate elites bound these ancient societies together—and that competition between individuals and groups contributed to their decline and eventual collapse. By addressing current theoretical concerns with agency, resistance to state domination, and the co-option of local leadership by imperial administrators, it offers valuable new insight into the utility of studying intermediate elites.
