This compendium of six research papers is a component of the Asian Development Bank's Regional Policy and Advisory Technical Assistance 8029 that was implemented as a contribution to the Global Strategy to Improve Agricultural and Rural Statistics for enhanced food security in Asia and the Pacific. It is hoped that this will assist governments of countries participating in this project in addressing existing gaps in the production of agricultural and rural statistics. The report is also important in setting future directions for the improvement of agricultural and rural statistics, not only for the countries represented in the publication but also for others in the region.

Book excerpt: This 2019 Article IV Consultation with Lao People’s Democratic Republic (P.D.R) analyses that after more than a decade of high growth with low inflation, country is solidifying its progress toward graduating from the Least Developed Country (LDC) status. However, more than one-fifth of the population remains poor, regional disparities are persistent, and recurring natural disasters pose risks for poverty reduction. A large current account deficit, low level of reserves, a high level of debt, managed exchange rate, and a dollarized banking system amplify macro-vulnerabilities. The authorities recognize the current economic challenges and their comprehensive reform programs aim at rebalancing the economy from a resource based to a more diversified growth model by investing in human development and improving competitiveness. Modernizing monetary governance and building reserves supported by greater exchange rate flexibility will help to mitigate external shocks in an uncertain global environment.

As much of the region's population depends on rice farming for consumption and livelihood, the demand for good quality statistics remains essential for effective policy formulation. Recent advances in remote sensing serve as a viable alternative to traditional methods of compiling agricultural statistics by responding to the emerging data requirements and overall needs of modern agriculture, especially for staple commodities such as rice. This publication outlines the procedures, methods and tools developed for generating statistics on paddy rice area and production using remote sensing and GIS techniques. It is intended to encourage and assist national statistical systems in piloting and adopting satellite-based techniques as an alternative to existing data collection methods, while enabling other interested readers to comprehend whether the adoption of these methodologies can improve the quality and timeliness of agricultural statistics. The handbook also serves as a complement to a massive online open course developed by ADB for crop area estimation.

It has been produced as part of the “Strengthening Agro-Climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao People’s Democratic Republic project. It aims to support the achievement of the Lao government’s priority targets, as set out in the country’s Ninth National Socio-Economic Development Plan (2021–2025). The Department of Meteorology and Hydrology (DMH) is the main body responsible for the national climate database and producing climate statistics. The Department of Agricultural Land Management (DALAM) also provided expertise in the use of advanced downscaling technologies. This Atlas presents the results of the work carried out by these bodies. The information describes in detail the country’s climate and how it has changed over the last 30 years.

Book excerpt: To minimize the impact of adverse weather on crops and to make use of crop-weather relationships to boost agricultural production, the agriculture sector needs tailored weather and climate data and information products that can be directly applied to try to improve and protect the livelihood of farmers in agricultural production, which is called either “agrometeorological services” or “climate services for agriculture”. Agrometeorological services can be defined as a decision aide service, derived from climate information, that assists agricultural stakeholders to make improved ex-ante decision-making. As climate change accompanies increased extreme weather and climate conditions, agromet services are getting more attention in the agriculture sector these days. In view of this urgency and importance of agromet services in the region, FAO has started the “Asia-Pacific Regional Programme on agrometeorological services, pest and disease alerts and early warning systems for farmers” in Bhutan, Cambodia, Nepal, and Samoa from Aug 2019 to Dec 2020 with an aim to improve the national capacity to produce the agromet and pest and disease early warning services. This report is written based on our project implementation experiences and findings in four countries, and presentations and discussions at the Regional Agromet Workshop held in Dec 2020, where participants had identified information and data available, challenges and barriers faced, and lessons learned. This report also provides the way forward suggestions for improving the existing agromet services to national level operational services, not only in four countries but also in other countries with similar agromet service capacity in the region.

The manual is developed for the use of the Laos Climate Service for Agriculture (LaCSA) online system developed under the Global Environment Facility (GEF)-funded project Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao PDR. It is aimed for TOT, and the design is flexible so that any modules or lessons can be extracted and applied in field-level staff training with some local adjustments. The training can also help fill gaps between the producers of agrometeorological services and the farmers’ actual needs to improve their livelihood.
