Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

This concept is also employed in piped water provision. The failure of some major projects suggests that there is considerable risk involved when the public and private sectors combine forces. The fact that piped water provision is a natural monopoly and therefore needs extensive regulation makes the cooperation between the public and private sector very difficult. Indeed, weak regulation is the probably the most important risk factor. Other risk factors include political instability, inadequate tariff and contract design, and lack of public support. These risk factors are analyzed using four case studies, two failed ones and two that are considered relatively successful. The analysis aims to find answers to the question whether the initiative of development agencies to heavily promote the concept of public-private partnerships in water and sanitation is justified and appropriate. Einleitung: Public-private partnerships werden im verstärkten Maße von Institutionen für Entwicklungshilfe eingesetzt, um die Infrastruktur in Entwicklungsländern zu verbessern. Dieses Konzept wird unter anderem auch in der Wasserversorgung verwendet. Das Fehlschlagen von einigen wichtigen Projekten weist darauf hin, dass ein gewisses Risiko existiert, wenn der öffentliche Sektor und die Privatwirtschaft zusammen arbeiten. Der Fakt, dass Wasserversorgung ein natürliches Monopol ist und daher besonders starke Regulierung braucht, erschwert die Kooperation zwischen öffentlichen Sektor und Privatwirtschaft. Ungenügende Regulierung ist möglicherweise der wichtigste Risikofaktor. Andere Risikofaktoren sind politische Instabilität, ein schlecht gestaltetes Gebührensystem, ein ungenauer Vertrag und fehlende Unterstützung der Bevölkerung und der Regierung. Diese Faktoren werden mit Hilfe von vier Fallbespielen analysiert, zwei gescheiterten und zwei, die als relativ erfolgreich betrachtet werden. One of the key objectives is to fill some of the gaps which exist in evidence-based reporting of the facts and issues around the impacts of PPP on poor consumers. These reports present the interim findings of an analysis of both the pre-contract and operational phases of a number of PPP contracts. Part A presents a summary and lesson learned. Details of the operational case studies are given in Part B. A broad view of PPPs has been taken and situations where the public sector is in partnership either with formal private sector companies, or with small scale local entrepreneurs, or with NGOs employed in a private sector capacity have been included.

Is an expanded role constrained because of limited market potential, are business models unable to support an expansion of supply, or do government policy and the broader climate for investment inhibit enterprises? Tapping the Markets: Opportunities for Domestic Investments in Water and Sanitation for the Poor presents the results of a detailed examination of market opportunities for the domestic private sector in the provision of piped water and on-site sanitation services in rural and semi-urban areas and of the commercial, policy, and investment climate factors that affect the response to these opportunities. It is based on case studies conducted in Bangladesh, Benin, Cambodia, Indonesia, Peru, and Tanzania. The results of focus group discussions with poor households, surveys of enterprises that directly serve poor households, and analysis of the supply chains that support them provide insights into the nature of demand for services, the prevailing business models of enterprises, and the impact of policy on decisions to invest or expand operations. The issues that prevent local enterprises from tapping the large market for providing poor and nonpoor households with piped water and on-site sanitation differ in important ways across the two sectors. The first part of the book analyzes the challenges that domestic providers of piped water face in Bangladesh, Benin, and Cambodia, countries with very different models of private provision. The second part analyzes the delivery of on-site sanitation services in Bangladesh, Indonesia, Peru, and Tanzania, countries where all providers face supply and demand challenges that are largely unaffected by government policy. Tapping the Markets will be of interest to governments, their multilateral and bilateral development partners, and local and international nongovernment agencies that focus on reducing the impact of lack of access to safe water and hygienic sanitation. The authors propose recommendations for harnessing the entrepreneurial capabilities of the domestic private sector and for addressing this continuing challenge.

Book excerpt: Given the success of the Private Finance Initiative in the United Kingdom and the large-scale ideological shift to neoliberalism, supporters of public-private partnerships (PPPs) argue that the theoretical benefits of the management approach (innovative financial mechanisms, budgetary relief, increased economic and technical efficiency, and transfer of risk to the private partner) can allow governments in low-income nations to close the infrastructure gap in the water sector. Utilizing a Social Ecological framework, this Master's Thesis examines these claims by identifying the sources of supply and demand for Water, Sanitation, and Health (WASH) PPPs. Drawing from the World Bank Private Participation in Infrastructure database, the research discovers that the majority of projects are found in middle-income economies, with investment stemming primarily from public---rather than private---partners. The data also reveals that despite being touted as a panacea for development and growth, since the 1990s PPPs are responsible for only 11.12 percent of gained water access. Given the high cost of project cancellation and distress in the water sector (20 percent of total investment), the thesis also explores the Critical Success Factors (CSFs) that determine project success. A thorough literature review based on both outcome- and output-based project metrics revealed a total 13 CSFs. The thesis concludes that given the high economic, political, and social requirements of these partnerships, in its present form, the management approach is not an appropriate solution for promoting WASH infrastructural growth in developing economies.
