Book excerpt: Department of Defense (DoD) installations rely on the commercial electricity grid for 99 percent of their electricity needs, but extensive energy delivery outages in 2012 have reinforced that the U.S. electricity grid is vulnerable to disruptions from natural hazards and actor-induced outages, such as physical or cyber attacks. In the event of a catastrophic disaster--such as a severe hurricane, massive earthquake, or large-scale terrorist attack--DoD installations would also serve as a base for emergency services. To enhance energy security, DoD has identified diversifying energy sources and increasing efficiency in DoD operations as critical goals. But how to enhance energy security across the portfolio of installations is not clear and several questions remain unanswered: Energy security for how long? Under what conditions? At what cost? The underlying analytical questions are, what critical capabilities do U.S. installations provide, and how can DoD maintain these capabilities during an energy services disruption in the most cost-effective manner? Answering these questions requires a systems approach that incorporates technological, economic, and operational uncertainties. Using portfolio analysis methods for assessing capability options, this paper presents a framework to evaluate choices among energy security strategies for DoD installations. This framework evaluates whether existing or proposed installation energy security strategies enhance DoD capabilities and evaluates strategy cost-effectiveness.

Book excerpt: The National Audit Office has been unable to conclude that the Ministry of Defence has achieved value for money from the procurement phase of its £10.5 billion private finance deal for the Future Strategic Tanker Aircraft (FSTA). The selection of a PFI option was made without a sound evaluation of alternative procurement routes to justify why the PFI route offered the best value for money. Although the project to provide air-to-air refuelling and military transport aircraft has achieved its delivery milestones since contract signature, it is still likely to be delivered five and a half years later than planned. The MOD will pay on average £390 million per annum for the core FSTA service, which includes use of the aircraft and related services and infrastructure. However, the MOD also has responsibilities to support the effective delivery of the service and ensure that it obtains value for money from the contract. Given the delay to FSTA, the MOD is being forced to rely on ageing and increasingly unreliable Tristar and VC10 aircraft to provide air-to-air refuelling and air transport to Afghanistan. While the MOD has been successful in fulfilling these priority roles, flying hours across both fleets have reduced by 21 per cent since 2002-03. To assist in delivering its air transport requirements the MOD also charters passenger aircraft, at a cost of approximately £175 million between 2006-07 and 2008-09.

Book excerpt: In March 2008 the Ministry of Defence signed a private finance initiative (PFI) contract with AirTanker Ltd, for the Future Strategic Tank Aircraft (FSTA) to provide air-to-air refuelling and passenger transport services. The deal is broadest in scope and, at £10.5 billion over 27 years, largest signed than any other defence PFI contract to date. PFI works best where activities and demand are predictable as dealing with changes on such deals is expensive. This was clearly not the case here. For instance, the Department did not decide until 2006 that FSTA needed extra protection to be able to fly into high threat environments and just two years after the deal was signed, the forthcoming Strategic Defence Review is likely to change the demand. It is, as such, indicated that PFI is not a suitable procurement route for such important military capabilities. This report examines why PFI was used; shortcomings in the procurement process, availability of cost data, how the deal was managed and risks in the transition from the current fleets
