Book excerpt: In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

The negative connotations that many associate with post-conflict "nation building" are actually valuable skills for the Asia-Pacific rebalance. DoD can increase the opportunities for success in the Asia- Pacific rebalance by using the Phase IV skillsets learned from the last decade of conflict, since many of the same concerns exist in a post-conflict environment that the DoD will be looking to address with its Asia-Pacific partners in the future. As resources decline, using the post-conflict skillset for the Asia-Pacific rebalance is actually a wise use of DoD resources and will benefit the stability of the Asia-Pacific region. Phase IV skillsets and guidance complement those for Phase 0 operations and fit into the DoD's new strategic guidance and the Air-Sea Battle concept being used as the major framework for the Asia-Pacific Rebalance. The Philippines is an example of how Phase IV concepts can actually assist Phase 0 efforts with other partners in the Asia-Pacific region, providing a model for low cost, small footprint engagements for the future."--Abstract.

This shift in national focus and strategy requires a careful examination of current US military concepts and capabilities to protect US interests and ensure regional stability. However, the security environment in the Pacific is not as benign as some studies might suggest. Separated from most of the world by two oceans, force projection is an enduring concern for the US military. This combination of the geography and emergence of Anti-access / Area Denial capabilities places additional emphasis on preparing for the initial stages of any conflict within this expansive theater where arriving forces may not have sufficient combat power or adequate freedom of maneuver to achieve the initial operational or overall strategic objectives. The purpose of this study is to examine why the US Army should develop greater amphibious capabilities. Focusing on how the conditions that require amphibious capability emerge, this study compares the events that lead to Operation Chromite with the current setting in the Asia-Pacific, particularly with the rise of China, to identify continuities that will help generalize future conditions where the US Army would again rely on significant amphibious capabilities. The study concludes that the current geopolitical and military environment within the context of China's geopolitical tensions and military modernization requires greater amphibious capabilities within the US Army. As part of the US Joint Force, greater amphibious capabilities provide the necessary means to establish and maintain maneuver within the Pacific, which serves to deter and defend against potential Chinese aggression. This shift in national focus and strategy requires a careful examination of current US military concepts and capabilities to protect US interests and ensure regional stability. The security environment in the Pacific is not as benign as some studies might suggest. Rather, it remains uncertain as evidenced by the spread of violent extremism in countries such as India, Bangladesh, Indonesia, Thailand, and the Philippines. Additionally, North Korea remains highly unpredictable and continues to be a threat to destabilize the East Asian region. Of greater concern is the rise of China, who not only seeks to secure territory around their periphery within the South and East China Seas and eventually reunify with Taiwan, but their recent economic success and military modernization may, if not already, provide them the means to challenge US interests and forcibly achieve their ambitions. Thus, as indicated by President Obama's quote above, while the rebalance continues, the US military must prepare to meet the 'full range of contingencies' within this vast and dynamic region; this includes a large-scale conflict against a potential adversary such as China.

This paper describes the U.S. strategy for the Asia Pacific region and how the nation communicates this strategy. It concludes by analyzing how the regional actors are receiving the strategy and suggests possible lessons for the strategic planner. Direct communication activities appear to be resourced adequately; however, financial assistance and support programs still appear to reflect pre-rebalance priorities. Regional reactions to the rebalance suggest a number of points: first, the U.S. must avoid activities that force partners to choose between the U.S. and China; second, the U.S. is no longer the most important economy in the region; third, nations are evaluating the rebalance within the context of the U.S. fiscal situation; finally, China's "containment narrative" is reinforced by U.S. actions to deepen relations with treaty allies.
