It is equally well known that many French Canadians are bilingual. One of the more obvious explanations for this relative deficiency on the part of the English Canadian is his lack of opportunities to use the French language in day-to-day situations, and, conversely, the French Canadian's need to know the second language, too often perhaps for economic reasons. Professor Graham's book gives useful and practical suggestions on how to go about becoming fluent in French. It offers not a course of instruction, but a listing of practical ways of applying oneself to a study of the language. There is specific, up-to-date information and advice regarding services provided by the governments of Quebec and France, courses offered in various Canadian communities, clubs and societies, correspondence courses, universities and summer schools, and language laboratories. A feature which will be especially helpful for those in remote areas is the listing of publications (books, newspapers, and periodicals), music and songs, records, films, and radio and television programmes which provide instruction in French. The reader will quickly see that the available means are much more varied than he realizes, and it is in providing this concise, convenient enumeration of them that Professor Graham performs a great service. Any adult who is reasonably proficient in French, but wishes to improve, will find this a practical and useful guide to ways of making a personal contribution to bilingualism in Canada. A lot of research has been carried out in that field and mainly stated positive results for this special way of learning a second language. But if one goes deeper into the literature concerned with that subject, one encounters more and more critical voices doubting the proverbial effectiveness of these programs. This paper shall provide a critical evaluation of the findings, research provided in respect to the effectiveness of immersion programs in Canada. Furthermore, proposals for new teaching techniques, which shall make the immersion classroom more efficient, will be described and evaluated. At the beginning of this paper, a short introduction to immersion education is given, including a definition of the term “immersion” and a presentation of the key features of Canadian Immersion Education, followed by an abstract of the history of immersion education in chapter 2. The following section describes the conception of different types of immersion programs, along with findings concerning their effectiveness. This shall help the reader to gain a complete picture of the pros and cons of a specific type of program. The main part of this paper (chapter 4) starts with a critical evaluation of the results presented in previous chapters and tries to assess whether these programs are a suitable tool for the acquisition of native-like performance in a second language. Chapter 5 offers a selection of four different teaching methods which can make – if they are applied correctly – the immersion classroom more efficient. It consists of ten provinces and two territories, each having its own character due to the landscape and people who settled there. Just to name a few, there is the Prince Edward Island (P. E. I.), for instance, the smallest of all ten provinces. Farming is most important for the economy of the region, but fishing also helps. Attracted tourists can reach the sandy beaches by ferry to enjoy a quiet atmosphere. Or, there are three prairie provinces. At the end of the 19th century they were settled by immigrants of German, Scandinavian and Ukrainian origin. Saskatchewan is one of them. Lying in the center, it is home to the "Mounties," the Royal Canadian Mounted Police. Canada is a country with two official languages, English and French. Every public service has to be offered in both languages, which is why sales people welcome their shoppers by saying "Hello / Bonjour," and which is why a third province needs mentioning here: Quebec, the largest of all Canadian provinces. It is very different from the rest because of a high French influence. Economically important for this region are hydroelectric power, logging, and manufacturing. Quebec′s commercial center is formed by Montreal. It is not only the second largest French-speaking city in the world, it also offers a wide range of cultural activities. However, there is more to Quebec than these rather late developments. Already 300 years ago the problem between the English and French originated. Reasons can be found in two facts. One, in 1608 the Frenchman Samuel de Champlain was the first to start a settlement in Quebec. Two, after the English and French colonies had grown and battles had begun, the Seven Years′ War was fought in 1763. The French lost and had to give nearly all their territory to the British. That was the so-called Treaty of Paris. Thus, French power actually ended then. People have their own way of life, though. They simply kept the French language, their Roman Catholic faith, and a civil code that had its origins in French laws. [...]

The immersion programs evaluated include three major alternatives: (1) the early total French immersion programs of the Carleton, Ottawa, and Toronto Boards of Education; (2) the early partial French immersion program of the Elgin County Board of Education; and (3) the late partial French immersion program of the Peel County Board of Education. Reference is also made to evaluations of similar immersion programs evaluated by other researchers in Ontario and throughout Canada. The report includes a description of the programs and information on the characteristics of some other bilingual education programs found in Ontario. In addition, the following information is provided: (1) discussion of the specific research questions and the research design; (2) presentation of the evaluation findings concerning the linguistic effects; (3) presentation of the findings on the academic effects; and (4) discussion of some social and psychological dimensions of French immersion programs. The introductory material discusses the need to study foreign language in today's interdependent world, and particularly in Canada, an officially bilingual country. Also discussed are the enrollment trends in the provinces and the aims and objectives of a French Second Language program. Regarding the level of competency to be achieved, it is stated that every student has the right to attain a basic competency. This is defined as a good knowledge of the language, ability to make oneself understood in conversation, ability to read standard texts, some knowledge of French-speaking communities, and ability to take up the study of French again at a later date. The aims of middle and top level classes are outlined as well as criteria for achievement on all levels. The criteria concern: (1) time on task, (2) teacher education, (3) teaching materials and cultural orientation, (4) class size and pupil/teacher contact, (5) support services, and (6) parental and community contact. Finally, it is proposed that basic competency in a second language be instituted as a requirement for admission to any university and that the government of Canada promote language education. (AMH)
