On some issues and in some forums, Canada has acted vigorously to promote human rights internationally, as in the United Nations Human Rights Commission, the United Nations Committee on Human Rights, and the Conference on Security and Cooperation in Europe. Canada has been much less forceful about human rights in dealings with the International Labour Organization and has almost completely ignored this issue as it relates to international financial institutions. Canada has been outspoken about the violation of rights in countries ruled by communist regimes, while hesitation and ambiguity are a feature of Canadian policies toward South Africa and Central America, as well as in lending policies to international financial institutions, Canadian development assistance, and Canadian arms sales. Each of these areas is examined in Human Rights in Canadian Foreign Policy. Canada is most vigorous on issues of human rights when the rights in question are civil and political rather than economic and social, and when the offending regime is under Soviet rather than American influence. This concept is not alien to our country, says Boyer, pointing to the two national plebiscites (on prohibition of alcohol in 1898 and consciption for overseas military service in 1942), some sixty provincial plebscites (on everything from sovereignty-association to abortion, medicare to women's suffrage, prohibition to ownership of power companies), and several thousand at the municipal level. Direct voting is an important instrument in a truly democratic society, Boyer argues, and it has a more important rold in the current reformation of Canada than some in the comfortable growing governing classes want to admit. In addition to clarifying an issue, it is an educational tool, as the plebiscite campaign becomes a national teach-in. Canadians can become participants, rathe rthan mere spectators, in the major changes and transcending isues that affect the future of our country. The People's Mandate is a helpful guide to understanding the distinctions between plebiscites and referendums in a purely Canadian context. It addresses some of the concerns about this unparliamentary practice, and makes a powerful and logical statement about democracy. In sum, Boyer believes it is essential to govern with the trust of the people.

Book excerpt: In 1946, with its own minister for the first time, the Department of External Affairs embarked on a period of impressive growth and assumed responsibility for a broader range of foreign policy issues than ever before. Under the expert guidance of Lester Pearson, for a decade the department enjoyed popular and parliamentary consensus about international interests. The election of the Diefenbaker government in 1957 deprived the department of Pearson's experienced ministerial direction and exposed it to new priorities and new ways of doing things. At this time foreign policy consensus began to erode. As well, there was pressure to respond to the administrative revolution inaugurated by the Royal Commission on Government Organization (the Glassco Commission) appointed in 1960. After Pearson returned to office as prime minister in 1963, questioning by the public, and also by the governing party and the cabinet, became more fervent. Coming of Age concludes in 1968 as indications of a challenge to the principles underlying Canadian foreign policy emerged from a new generation of ministers, a challenge that would produce major changes after Pierre Trudeau became prime minister.

Book excerpt: In the decade beginning with the hanging of Louis Riel in 1885, a series of radical and religious conflicts shook Canada, culminating in the Manitoba school crisis of the 1890s. By 1896, the focal point of the controversy was remedialism, the attempt to have Roman Catholic school privileges in Manitoba restored by federal action against the provincial government. The struggle over remedialism involved nearly every aspect of Canada's internal history – Conservative-Liberal, federal-provincial, east-west, French-English, Catholic-Protestant, church-state. But, illustrating as it does the complexity and sensitivity of the ground where politics and religion meet, the election of 1896 has remained particularly fascinating for the degree to which Roman Catholic church authorities, above all in Quebec, entered the political process and were involved in the struggle to power of Wilfrid Laurier. The school question and the struggle over remedialism present an illuminating case study of complex relations at a formative period in Canadian history. This book focuses on the scene behind the scene, seeking in particular to discover how Quebeckers, civil and ecclesiastical, were reacting to a key problem of French and Catholic rights outside Quebec. There is a strong emphasis on personal correspondence, rather than on published statements, and the author has marshalled a wide range of material that has never been fully exploited. The story is told chronologically in order to assess the impact of major events as it developed. Many of the classic questions of church-state relations are brought into focus. This is a story often of fear, prejudice, and ignorance, but it is also a story of strength and resilience, principle and faith. Uniquely Canadian, it tells us something important about the shift from the Canada of Macdonald to the Canada of Laurier.
