We do not believe that the development of hydrocarbons must inevitably lead to serious irreparable damage to Canada's arctic environment. We do, however, believe strongly in the need for great care and caution in approaching major decisions on proposed developments. The Panel appears, in preparing its recommendations, to face a choice between three alternatives: recommend that the proposal be supported largely as proposed, subject to appropriate terms and conditions, or recommend that any overall approval be deferred until the proposals have been substantially modified in accordance with social and environmental concerns, and certain actions take place with respect to the regulatory and management framework, or recommend that it be rejected. ... RECOMMENDATIONS TO THE PANEL. ... A comprehensive policy statement is needed to guide northern development planning for the North, in the 1980s and beyond. ... A regional planning program should be implemented immediately, with highest priority accorded to those areas in which industrial activity is most imminent; one objective being to minimize both cumulative impacts and long term disruptions associated with the proliferation of development sites and facilities. ... The northern coordination effort should include attention to ensuring the capability of agencies of government to deal with the decisions entailed in the development policy. ... Beaufort Sea hydrocarbon production proposals should flow from a federal policy on northern development, in accordance with regional planning decisions. Beaufort Sea Hydrocarbon Productions should not proceed until such time as the necessary Regional Planning and management systems are in place to guide the development process. ... Large-scale industrial projects such as Beaufort Sea hydrocarbon production should be implemented in such a way that development is phased over a period of several years, depending on project dimensions. ... Projects such as the Beaufort Sea hydrocarbon production require a highly integrated regulatory system. ... On the basis of present knowledge of oil transport technology, pipelines entail fewer unknowns and lower risks of serious oil spills than tankers, and should be used exclusively until ice-strengthened ships with non-polluting cargos have demonstrated the acceptability of the tanker alternative. ... A survey of reclamation legislation should be made with a view to introducing regulations that will, for example, ensure restoration of contours and removal and re-use of construction materials, utilized in artificial reefs and islands, upon de-commissioning. ... The environmental assessment review processes should be applied to arctic hydrocarbon exploration programs, to ensure that these programs are carefully adapted to the environment. Comprehensive and public impact statements prepared during the exploration phase of Beaufort Sea Development should be incorporated into the subsequent Regional Plan.
