Book excerpt: In Canada, tax incentives for industrial research and development (R&D) have been a part of public policy for at least 50 years, with current policy having the rationale that economic growth and the role of technology in the process is contingent on Canada's own ability to discover new technologies. Modern forces of globalization have vastly increased the international flow of knowledge and have fundamentally redefined the relationship between innovation, product development, and economic growth. This implies that policy makers should re-examine the rational for, and the effectiveness of, the R&D tax incentives currently in place. This paper provides an overview of Canada's innovative and economic performance, examines current R&D tax incentives and their effectiveness in spurring technological innovation and economic growth, and offers new directions for R&D tax policy appropriate for Canada's place in the global economy. Special emphasis is given to the specific issues facing a small, open economy that is heavily reliant on foreign investment while seeing its most dynamic domestic industries forging strong investment and production links abroad.

Book excerpt: This paper argues that growth in modern economies is inherently unbalanced because labour productivity grows at different rates in the different occupation sectors. It examines the relative shift within industries towards knowledge-based occupations. It also demonstrates that higher education does not imply higher individual earnings for those employed in the goods and personal services sector, but post-secondary education is strongly rewarded within the information economy. Finally, it discusses the educational policy, research and development and international trade issues raised by the pattern of unbalanced growth characteristic of the information economy.
