Book excerpt: All federal systems face an internal tension between divisive and integrative political forces, striking a balance between providing local autonomy and sub-national representation on one hand, and maintaining an integrated political community and sufficient integration to maintain stability on the other hand. This book argues that parties and voters strategically respond to the incentives of federal institutional design to shape the development of arenas of political competition that are either predominantly independent or integrated across levels of the federation. Drawing on a rich collection of original data, including a dataset of aggregate level electoral data from over 2200 federal and state-level elections in seven federations, as well as the author's original dataset on party organizational linkage from a survey of sub-national party elites, this book demonstrates how two aspects of institutional design — the degree of decentralization and the method of power allocation, affect the development of integrated or independent politics as observed through voter behaviour, party systems and party organization. Using a mixed method research design, it demonstrates how voters and parties react to federal institutional design. It also provides nuance in the causal processes at play, demonstrating how party organization, party system structure and voter behaviour interact, to produce a federalism that is predominantly integrating and stability-enhancing or one that is predominantly autonomy- and accountability-enhancing. Based on the rational-choice approach, the book hypothesizes that relative voter turnout in subnational vs. national elections is determined by the relative magnitudes of how much is at stake ('election significance') and how much votes count ('vote significance') in these elections.

The women studied were clearly progressive in their opinions and the authors show that their original and varied opinions cast doubt on much of the standard literature about non-elite women's understanding of mainstream politics and the women's movement. These rural women differed significantly from the usual stereotypes of farm women as apolitical and conservative. Nor were they the reactionaries implied by theories of modernization. Instead, they were supportive of women's political activism, and of their equality and self-assertiveness, and were as feminist as other women in Canada and France. Political scientist Naomi Black and historian Gail Cuthbert Brandt worked collaboratively, using a combination of qualitative and quantitative methods. Their study is in large part based on a lengthy questionnaire administered by local interviewers in 1988-89 to almost 400 women living on family farms near Bordeaux and Montreal. They also include analyses of the women's organizations to which half of the subjects belonged, Cercles defermières in Quebec and Groupements de développement et de vulgarisation agricole féminins in France. Throughout the book the authors reflect, in language accessible to the general reader, upon the advantages and disadvantages of using conventional quantitative approaches to explore women's experience and opinions.

Dream No Little Dreams is the biography of that government, led by the great Tommy Douglas of the Cooperative Commonwealth Federation (CCF, later the New Democratic Party). It is a history of the life of the CCF and a case study in the art and practice of governing; partly a study in the policy decisions of the government, and partly an insider's view. A.W. Johnson – a senior public servant in Saskatchewan during most of the Douglas years – begins by introducing the government's central mission – the transformation of the role of the state – and describes how it achieved this goal over some seventeen years. Johnson analyses the roots of the CCF in Saskatchewan history and prairie politics, and its philosophy as it prepared to govern. He describes the policies and programs introduced by the Douglas government, the changes to the machinery of government and the processes of governing, and the creation of a professional public service. Medicare is viewed by many as the greatest achievement of the Douglas government. Dream No Little Dreams offers rich insight into the initial planning stages of Medicare and details the protracted struggle with the medical profession that followed as Douglas fought to implement it. Johnson also addresses the question of how socialists were going to pay for all their ambitions, and situates the answer in the context of developments in national policy and in federal-provincial fiscal arrangements from the war years through to the 1960s.
