But in contemporary Canadian culture, the border has multiple meanings, and imbalances of cultural power occur both across the Canada-US border as well as within Canada. Discrepant Parallels examines divergent relationships to, and investments in, the Canada-US border in a variety of media, such as travel writing, fiction, poetry, drama, and television. Tracing cultural production in Canada since the 1980s through the periods of FTA and NAFTA negotiations, and into the current, post-9/11 context, Gillian Roberts grapples with the border's changing relevance to Canadian nationalist, Indigenous, African Canadian, and Latin American perspectives. Drawing on Kant and Derrida, she theorizes the 49th parallel to account for the imbalance of cultural, political, and economic power between the two countries, as well as the current challenges to dominant definitions of Canadianness. Focusing on a border that is often overshadowed by the contentious US-Mexico divide, Discrepant Parallels analyzes the desire to establish Canadian-American sameness and difference from a multitude of perspectives, as well as its implications for how Canada is represented within and outside its national borders.

Book excerpt: The text discusses the legacy of the Cold War in Canada by looking at Prime Minister Diefenbaker’s “Diefenbunkers”—eleven nuclear fallout shelters constructed in secret in the late 1950s to protect the Canadian national and provincial governments from a nuclear strike. While many of these sites have fallen into disrepair or been sold off, one such site has recently been repurposed as “Canada’s Cold War Museum” with the explicit purpose of fostering “interest and critical understanding of the Cold War.” The text questions how the site, its museumological apparatus, and the community curation of various rooms in the museum, constructs a “Cold War” for use in Canadian memory; questions the validity of considering the Diefenbunker as a memory site, following Pierre Nora’s seminal concept; and explores the role of fictions in the interactive exhibits that aim to engage Canadian youth—in particular—in the issues of nuclear war, emergency measures, and the role of civil defence. The museum and its displays are interrogated for their performance of and possibilities for inscription, re-inscription, and resignification of Canadian cultural memory.

Book excerpt: At the border where Brazil, Paraguay, and Argentina meet under the scrutiny of the US and Mercosur (the large South American trade bloc), Arabs have long fulfilled what author John Tofik Karam calls a "manifold destiny." Karam casts Lebanese, Palestinians, and Syrians at this American border as circumstantial protagonists of a hemispheric saga. For the more than six decades since they started settling at the trinational border between Brazil, Paraguay, and Argentina, Arabs have animated the hemisphere. Their transnational economic and social projects reveal a heretofore unacknowledged venue of exceptional rule in which the community accommodates and abides multiple states' varied suspensions of norms and laws. Arabs set up businesses and community centers at the border under authoritarian military governments between the 1950s and 1980s; thereafter, when denied full democratic enfranchisement, they instead underwent increasing surveillance from the 1990s to today. Karam reveals an unfinished history of exceptional rule that Arabs accommodate from an authoritarian past to a counterterrorist present. Karam's riveting account draws on anthropological and historical research from each side of this trinational South American border, as well as from the US—where government bureaucrats still suspect Arabs at the border of would-be-terrorist subversion. Offering a fresh understanding of the hemisphere, Manifold Destiny brings the transnational turn of Middle Eastern studies to bear upon the fields of American studies, Brazilian studies, and Latin American studies.

Drawing on a wide range of data, including primary sources, secondary literature, and survey research, the methodology is historical/analytical, seeking to explicate and understand how Americans and Canadians, and their elites, have viewed one another from the moment they were launched on separate trajectories, why they developed and held such ideas, and what consequences these images had for the bilateral relationship between the countries. American and Canadian images of the other have deep roots and are, in many respects, recognizably the same today as they were many decades ago. Moreover, even when anchored to important realities of the other, such images influence the perception and interpretation of events, and actions taken by the other. How Americans and Canadians have viewed each other, the sources of these ideas, the way they have been influenced by each country’s domestic politics and place within the international system, and the consequences for their bilateral relationship are among the questions examined. Interdisciplinary in approach, the book will appeal to scholars and students of political science, international relations, and history.
