Book excerpt: The main objective of this paper is to survey the economic literature that examines the labor market effects of the Canadian unemployment insurance program. The paper begins with a description of an idealized insurance model and a discussion of two views on government payments to the unemployed: the use of those payments as a form of insurance or as a form of income transfer. Some of the policy implications of the literature are summarized. The literature review includes both micro-level studies, which are mostly concerned with an analysis of information about individuals, and macro-level studies characterized by the use of aggregate time series data to examine the impact of changes in unemployment insurance generosity on the level of the unemployment rate. The literature represents an examination of the marginal costs of unemployment insurance, but those costs still need to be compared to the marginal benefits.
