Williams and published by Published for Breakout Educational Network and the School of Policy Studies, Queen's University by McGill-Queen's University Press. This book was released on 2006 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a comprehensive study of the defence-procurement environment and the legislative and regulatory framework that governs the process, Alan Williams argues that an inoperable procurement process has led to the near disarmament of the Canadian Forces, the collapse of national defence policy, and a system compromised by bureaucracy and conflicting interests. The only way to fix these problems, says Williams, is to completely reinvent the system of defence procurement, from the roles of various people and organizations to the process itself. Williams also examines questions surrounding efficiency, accountability, and the motivations of politicians and bureaucrats in defence spending. He provides an exhaustive examination of a complex and vital process - a virtual roadmap for a reconstruction that would allow Canada's defence spending to support national security and the Canadian Forces.

Book How Does Canada s New Defence Policy Measure Up

Download or read book How Does Canada s New Defence Policy Measure Up written by and published by . This book was released on 2016 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Defining Canada's Place in the World and the Government's Overall Approach to Defence As a point of departure, the government needed to set out the broad foreign and national security policy context within which it was positioning Canada and its defence policy, and this was clearly not contemplated in the process it followed in the defence policy review. [...] Analysis of the Global and Regional Strategic Outlook Minister Freeland's speech also contained a remarkably candid and pragmatic summary of the government's analysis of the global and regional strategic outlook for Canada and this provided good context for the new defence policy. [...] These missions are clearly defined in terms of size and nature, so for the first time since the end of the Cold War National Defence has reasonably hard metrics around the capabilities it is required by the government to establish and maintain. [...] While the timeline for release of it was likely delayed to allow for discussions with the new US leadership, and some modest adjustments could certainly have been made as a result of them, the main thrusts of the new defence policy can't have been changed radically in the few months available. [...] Defining the Defence Capabilities to be Acquired, Maintained or Divested With the sound defence strategy foundations set out in the policy, it is not surprising that Strong, Secure, Engaged is similarly solid in its articulation of the defence capabilities the Canadian Armed Forces are required to establish and maintain.
