Book excerpt: The story of Canada in the North Atlantic Treaty Organization (NATO) is one of consistent support and involvement but of varying levels of military and diplomatic engagement. Canada in NATO, 1949–2019 provides the first analysis of Canada’s involvement in the Atlantic Alliance – from the negotiations leading to the alliance’s charter in 1949 to NATO’s seventieth anniversary – exploring how the country’s role in NATO has evolved over the years. As one of NATO’s early, foremost participants, Canada was a major force contributor in the 1950s. Briefly deploying more modern fighter aircrafts in Europe than the United States had, as well as a naval commitment that would have been responsible for 10 per cent of ship escorts across the North Atlantic, Canada became the “odd man out” of the western alliance as the Cold War wore on due to its spotty military contributions. Yet Canada eventually re-emerged as a significant member through its contributions to NATO peace enforcement operations in the Balkans in the 1990s and its heavy contributions to operations in Afghanistan in the early twenty-first century, finding itself in the unfamiliar position of criticizing many of the allies by which it had for so long been criticized. As the lead nation for the alliance’s “enhanced forward presence” in Latvia, Canada still plays an important and highly visible role in NATO’s efforts in Eastern Europe today. Canada in NATO, 1949–2019 sheds light on how NATO profoundly shaped Canadian defence and foreign policy, while also serving vital Canadian security and diplomatic interests.

Although Canada is recognized for its activism where Africa is concerned, critics have long noted the contradictions that underlie Canadian involvement. Focusing on the period following 2000, and by juxtaposing Jean Chrétien’s G8 activism with the Harper government’s retreat from continental engagement, David R. Black’s Canada and Africa in the New Millennium illustrates a history of consistent inconsistency in Canada’s relationship with Africa. Black combines three interpretive frames to account for this record: the tradition of “good international citizenship”; Canada’s role as a benign face of Western hegemonic interests in Africa; and Africa’s role as the basis for a longstanding narrative concerning Canada’s ethical mission in the world. To examine Africa’s place in Canada’s foreign policy—and Canada’s place in Africa—Black focuses on G8 diplomacy, foreign aid, security assistance through peace operations and training, and the increasingly controversial impact of Canadian extractive companies. Intelligence is a key element of operations, enabling commanders to successfully plan and conduct operations. It enables them to win decisive battles and it helps them to identify and attack high value targets. In order to ensure Commanders have the required support they need to plan and conduct operations, members of Canada's Military Intelligence Branch are serving in an increasingly dangerous number of hotspots around the world. In recent years they have served in Bosnia-Herzegovina, Haiti, Somalia, Rwanda, East Timor, and Afghanistan just to name a few. While Intelligence personnel have played a major role in ensuring the successful completion of these interdiction missions, many of their stories remain classified. This history cannot truly be complete until the Official Secrets Act permits a clearer picture to be told. Out of Darkness-Light, Volume 2 should, however, give the interested reader at least a partial view of some of the service that has been carried out on Canada's behalf by the Canadian Forces Intelligence Branch for the years 1983 to 1997.
