Book excerpt: This provision established the office of the Privacy Commissioner of Canada as a member of the Canadian Human Rights Commission and provided the Privacy Commissioner with the mandate to receive complaints from the general public, conduct investigations and make recommendations to Parliament. [...] As a result, various federal and state data protection laws arose in Europe in the 1970s, and in 1980, the Council of Europe enacted the Convention for the Protection of Individuals with regard to the Automatic Processing of Personal Data. [...] The paper observed that "legislation that establishes a set of common rules for the protection of personal information will help to build consumer (3) Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data. [...] In addition to investigating complaints about the operation of the Privacy Act, the Privacy Commissioner can conduct audits of the fair information practices of government institutions and carry out special studies referred to the Commissioner by the Minister of Justice. [...] The Committee therefore recommended a suspension of the application of the law to personal health information for a period of one year following the coming into force of the bill.
