The country faced enormous challenges and changing opportunities emanating from the new global competitive environment. Its economy experienced profound structural changes related to such domestic and international developments as the FTA, NAFTA, Europe 1992 and other trade liberalization initiative and an increased number of strategic alliances. However, the Canadian economy closed the 1990s (i.e.1999) by expanding by 4.2 per cent for the year as a whole. How has Canadian economy improved its performance? How is its performance in Emerging Knowledge Based System in comparison to other advanced countries? What type of policies has it followed during the last few years to make it more innovative and competitive? The paper aims at examining these issues. The paper is divided into four sections. Section one discusses the emergence of knowledge-based economy. Section two outlines the Canadian economy, its structure and performance during the last one decade. Section three analyses the Government policies relating to Innovation and Science & Technology. Section four gives conclusion.

Spurred by the robust growth in the United States and the easing of monetary conditions between 1991 and 1993, economic growth in Canada continued to strengthen during 1994. Real GDP grew by 4.5 percent in 1994 after growing by 2.2 percent in 1993 and 0.6 percent in 1992. Economic growth in 1994 was led by exports and investment in machinery and equipment. However, growth was more broadly based in 1994; private consumption strengthened, and there was a rebound in residential and nonresidential construction.
