Newman notes how young the population of the Palestinians is, notes the prevalence and ubiquity of the information age, and claims that prosperity and a future for Palestinians will be as important to them as it is to us. He further points out that without security, prosperity is a vain hope. Security for the whole area is what is needed. Last, he offers a daring and unique way to get there. It would provide the security, for both sides, needed to have a lasting peace in the Middle East.

This conflict is about far more than just land. The honor of Muslims was grossly violated when Israel was implanted next to one of the holiest sites of Islam, al Haram ash Sharif in Jerusalem – which, in turn, occupies the site of the former Jewish Temple. For thirteen hundred years Jews had been able to live mostly in peace in the Muslim world, because they subordinated themselves under the rule of Islam. They could even attain high positions serving Caliphs. With a State of their own this was no longer an option. Under such changed conditions, how could there be an honorable peace? Only if Muslims recollect Surat 5:48 in the holy Koran, which commands a competition in virtue among the religions of the book. Jews can contribute by showing awareness of how shocking their sudden takeover of part of the land must have felt for the community of all Muslims, and concurrently by pleading for understanding of the deadly threat that left Jewish survivors no choice when, in 1947, the UN declared the partition of Palestine. Even more important, the very name “Israel” itself sprang up in the solution of an archetypal biblical conflict between brothers, one pregnant with meaning for today. Christians too have their share. They must contribute by helping restore one of the most fundamental values of all three religions descending from Abraham, namely peace.

The claims of competing nationalisms over the same territory which lay at the heart of the conflict gave way to a fresh and welcome pattern of accommodation. By recognizing each other and accepting to a degree the right to exist on national territories, a way was opened for a radical transformation in the conduct of regional affairs. Jordan and Israel concluded a Treaty of Peace in 1994. Although this was a momentous achievement reversing the history of violence in the region, it must be viewed within the overall context of the quest for a comprehensive, just and lasting peace for the entire region. The obstacles to peace that are, and have been experienced along the way must be viewed within the same context. There have always been setbacks. But for Israelis and the Arabs alike, there is no viable alternative, the peace process must go on. Peace building must be stepped up. Unfortunately the quest for peace appears to be faltering. The peace process in the Middle East is in deep crisis which seems to manifest no respite. Recent events have brought the process to a grinding halt. To understand the barriers to peace in the region, this paper examines the Palestinian issue including refugees and Jerusalem, examines the history and different aspects of the issue, and develops a set of scenarios that could lead to a just and lasting peace throughout the entire region.

If the issue of Jerusalems sovereignty can be solved a compromise solution for the other three will be found. Unfortunately, the common ground required for a negotiated settlement in regards to Jerusalem will never be found. Its religious value to Muslims, Jews and Christians alike have contributed to three millennia of monumental abuse, depravity and sacrifice, which acts as a limitless reservoir of cultural; sunk costs no contemporary government can or will ignore. Therefore, the only way a lasting solution to peace in the Middle East can be found is by a forced settlement that Israelis and Palestinians will find palatable. If all parties perceive that there is no real winner then they are more likely to accept a mandate that is less than desired. The last requirement is to develop a governmental construct that gives both Israel and Palestine as much local sovereignty over individual neighborhoods and holy sites as possible. This book suggests a new international construct. Instead of the old Corpus Separatum proposed by the United Nations, more appropriate form would be a Corpus Universitas, or world city, where everyone is a citizen of Jerusalem. One where the city is administered under revocable power by a UN member nation not associated with any of the three monolithic religions, is sanctioned, supervised and legitimized by the United Nations and it legislated by a two-tier system controlled by a council equally represented by Jews, Christians and Muslims.
