Available in PDF, EPUB and Kindle. Book excerpt: The water sector reform in Malaysia, initiated in 2004, intended to improve the efficiency and effectiveness of the water sector in the long term. This book explains the overall policy process of the reform and assesses the extent to which the reform has met its objectives and the means through which it has done so. The conclusions point to a weak correlation between the reform outputs on the one hand and the operational efficiency and environmental effectiveness gains of water utilities on the other. They also offer valuable insights into the policy arrangement that successfully shaped the water reform process. The policy process of the Malaysian water sector reform reflects the current global trend towards centralizing water management within the public domain with a clear division of tasks between policy formulation, regulatory oversight and service provision. Federal and state actors have become the dominant players in the water sector. This has reduced the role of private water utilities to a small fraction of activities within the entire value chain of water, and strengthens close regulation oversight from the regulator. Lastly, civil society groups now have a growing (albeit still small) influence on the water sector. In terms of policy recommendations, this book reiterates the need to adopt a private sector culture in managing public water; to establish a clear division of tasks between policy formulation, regulation and service provision; and to facilitate wider public engagement as well as to promote better informational governance in the water sector, including the call for a national water data bank.

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

While some of these urban public water and sanitation utilities (andquot;water utilitiesandquot;) perform well, others suffer from the types of performance issues observed in many public sector entities, such as low operating and investment efficiency. A framework for turning around poorly performing water utilities will benefit the management of these utilities, governments with responsibilities for water utilities, and those providing technical and financial support for improving the WSS sector. Improving the performance of water utilities is difficult because the problems they face are complex and multidimensional. Problems caused by dysfunctional political environments, combined with an entrenched backlog of inefficient practices, cannot be solved by applying standard technical and managerial techniques. Achieving a sustained turnaround requires a framework that integrates practical steps to increase a utilityandapos;s operational and managerial efficiency with measures to reverse the dysfunctional political equilibria in which it operates. Using a comprehensive turnaround framework is the best approach to improve water utilitiesandapos; performance and efficiency, and increase their ability to access finance, including commercial finance. Why does this matter? Evidence shows that water utilities with access to commercial finance are much more likely to achieve the Sustainable Development Goals.

We then illustrate how theories drawn from public economics, new institutional economics, political economy and public administration can help diagnose the challenges of integrated water resources management, improving efficiency of water utilities, privatization of utilities and public-private partnerships, water pricing reforms, virtual waters/water trading, among others. We conclude that these tools can help advance the second-generation research agenda on water governance.

A well-performing utility is a necessary condition for enhancing the economic efficiency of cities and for accelerating the provision of services to low-income areas. However, water utilities in Africa have limited prospects for improving their performance unless they undergo structural reform. Service delivery is not keeping pace with demand, especially for the fast growing number of low-income households living in informal settlements.

Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.
