Book excerpt: The aim of this paper is to provide new estimates of employment-output elasticities and assess the effect of structural and macroeocnomic policies on the employment-intensity of growth. Using an unbalanced panel of 167 countries over the period 1991 - 2009, the results suggest that structural policies aimed at increasing labor and product market flexibility and reducing government size have a significant and positive impact on employment elasticities. In addition, the results also suggest that in order to maximize the positive impact on the responsiveness of employment to economic activity, structural policies have to be complemented with macroeconomic policies aimed at increasing macroeconomic stability.

Book excerpt: This paper analyzes the effects of selected structural reforms on output and employment in the short and medium term. It uses a comprehensive cross-country firm-level dataset covering both advanced and emerging market economies over the period 2003-2014. In line with previous studies, it finds that structural reforms have in general a positive impact on output and employment in the medium term. Furthermore, the paper also assesses whether the impact of structural reforms varies with firm-specific characteristics, such as size, leverage, profitability, and sector. We find evidence that firm characteristics do influence the effectiveness of structural reforms. These findings have relevant policy implications as they help policymakers tailor the design of structural reforms to maximize their payoffs, taking into account their heterogeneous impact on firms.

In the past few years, many countries in Central Eastern and Southeastern Europe (CESEE) have increasingly turned to minimum wage policies. Throughout the region, statutory minimum wages had been in place at least since the early 1990s, but they were typically set at relatively moderate levels and affected relatively few workers. Minimum wages have risen sharply relative to both average wages and labor productivity. Minimum wages often affect relatively more workers in CESEE than in Western Europe. Governments are the key players in the minimum wage determination in CESEE countries.

Book excerpt: This Selected Issues paper analyzes whether Kazakhstan has made progress in achieving a more equal income distribution, lower poverty, and a higher level of employment. Given the overarching structural challenges for Kazakhstan, the authorities are stepping up efforts to implement various measures. In order to bolster youth employment and address labor market challenges, the authorities have been revamping a college internship program and a job placement program, which will help to make educated youth competitive in the labor market and to reduce labor market mismatches. The results suggest that Kazakhstan’s economic growth has been broadly inclusive; however, there is room for further improvement. Both income inequality and unemployment in Kazakhstan compare favorably to peers. Fiscal policy could be a useful tool to help reduce income inequality. Better targeting of transfers reduces their fiscal cost and tax levels required to finance them, thus achieving distributional objectives in a more efficient manner. An ambitious structural reform agenda is paramount to Kazakhstan becoming a dynamic emerging market economy and ensuring sustainable and inclusive growth.
