Book excerpt: Urban areas all over Africa, despite local and regional differences, have much in common : rapid population growth, more than half the population of large cities in squatter settlements, a public sector unable to provide basic services, and deteriorating environmental conditions. Africa's urban population is expected to in-crease from 210 million in 1990 to 340 million in 2000. The Nordic donor agencies have traditionally concentrated their development assistance in the fields of health, water supply and sanitation to rural areas. In a longer term perspective the authors see three main policy options for the development assistance in these fields: 1. continued concentration on rural programmes ; 2. continued strong support to rural development programmes, combined with an increased involvement in small and medium-sized towns; and 3. involvement in pure urban projects, also in large cities. They recommend that development efforts over the next decade should continue to give priority to rural development. In most sub-Saharan countries 70-90% of the population is rural. Even with current rapid urbanization rates this rural population will go on increasing for the next 30 years. Besides, rural Africa's health and hygiene problems are still largely unsolved: much remains to be done to increase the coverage, improve the functioning and generate sustainabil-ity of rural water supplies, most remains to be done on rural sanitation and virtually nothing has been done regarding control of disease vectors. Its regional impact has been felt even more, especially in Rwanda. Although civil war is still ravaging that country, in Burundi the search for a political solution is moving at a snail's pace, through the dual process of political partnership within the country and the Arusha negotiations. The regime in Rwanda continues to favor the military option, which, has met with some success following the second intervention in the Congo and the regroupment of an important section of the population in the Northwest. In Burundi, the political landscape remains divided, even fragmented, but in Rwanda the RPF has reinforced its grasp on a tightly controlled system, notably through the destruction of the MDR. Cohesion within the RPF, however, is by no means guaranteed. At the political level, the system in Burundi is undoubtedly more inclusive than that of Rwandan regime, whose base continues to shrink. While Rwanda has opted for the path of almost absolute control, Burundi continues its quest for political solutions in Burundi, is fragile and success is far from guaranteed. In August 1998, Rwanda reaffirmed its ambitions as a regional military power. Even more than in 1996-1997, the Congolese operation opens up access to resources that not only help finance the war, but also enrich scertain political and military actors in Kigali. Although the Burundian army has also become involved in the Congo, its ambitions seem more limited. Furthermore, the regional alliances have become clearer and more visible, which does not necessarily mean that they are stable.

The trade policies of both the USA and the EU are anything but helpful. This is true of the USAs African Growth and Opportunity Act (AGOA), the EU Free Trade Agreement (FTA) with South Africa and more recently the Economic Partnership Agreements (EPAs) negotiated in the Post-Cotonou era of European relations with the South. All these initiatives have a potentially detrimental impact on regional integration. The latter remains, however, a priority in the developmental policy and strategy documents as formulated both by African agencies as well as the partners in development cooperation in the OECD countries. Hence the question of coherence between trade as aid and other areas of development strategy and cooperation remains to be answered. The three analyses presented in this publication are centred on related issues in the ongoing process of globalization under the WTO regime, and their likely effect on African countries. Each chapter critically examines recent trends in the discourse on trade reform and development. Book excerpt: During the year 2000 an initiative among the African states to transform the Organisation of African Unity (OAU) into the African Union (AU) gained momentum. It resulted in the ratification of the Constitutive Act and its adoption at the 36th Ordinary Session of the Assembly of Heads of State and Government in July 2001 in Lusaka. Parallel to this process of reorganisation towards closer inter-state collaboration on the African continent in the spirit of Pan Africanism emerged the systematic effort to redefine developmental priorities and to claim a new common position of African states in the globalised world. The "African Renaissance" initiative of South Africa's President Thabo Mbeki resulted in a "Millenium Africa Recovery Programme", which was finally revised and presented as the "New Africa Initiative" (NAI). Adopted at the same OAU Summit in Lusaka in July 2001, the NAI serves as a blueprint for Africa's development strategy at the beginning of the 21st century. It was presented to the G8 summit in Genoa, where the leaders of the world's powerful countries decided on a follow up by appointing individual special advisers to explore support to the NAI and future collaboration on the basis of this document.

The principal agricultural equipment is the hand hoe. Since the onset of the colonial era, those in authority have pursued policies to dominate the peasantry. It is argued that the small scale of operations has contributed to the widespread poverty among farmers. There is still good agricultural land that is not farmed, but the current land tenure of peasants reproduces itself on new farmland. The conclusion is that in order to accelerate agricultural development, land tenure must be institutionalized.
