Book excerpt: This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

This pronounced mobility is likely to have consequences for child education, which is still a matter of concern in the region. We study this issue for Uganda, investigating whether the migration of household members affects child primary education and in what direction. Using the Uganda National Panel Survey for 2005, 2009, 2010 and 2011, we estimate conditional fixed effects logit models of school attendance and primary school completion. We find that migration of children has a significant positive impact on child school attendance rates while that of adults has a significantly negative effect, and that remittances have no influence. These findings suggest that migration of children is indeed beneficial, since it may contribute to matching the demand and supply of schooling. The absence of adults, instead, has controversial effects when children are left behind. In fact, lack of supervision and children working substituting adults in their tasks might reduce the rate of school attendance. However, the migration of neither children nor adults seem to increase the rate of primary school completion, evidence that points to the problem of the low quality of primary education in developing countries.

Book excerpt: Using a state panel based on census data from 1940-2010, I examine the impact of immigration on the high school completion of natives in the United States. Immigrant children could compete for schooling resources with native children, lowering the return to native education and discouraging native high school completion. Conversely, native children might be encouraged to complete high school in order to avoid competing with immigrant high-school dropouts in the labor market. I find evidence that both channels are operative and that the net effect is positive, particularly for native-born blacks, though not for native-born Hispanics. An increase of one percentage point in the share of immigrants in the population aged 11-64 increases the probability that natives aged 11-17 eventually complete 12 years of schooling by 0.3 percentage points, and increases the probability for native-born blacks by 0.4 percentage points. I account for the endogeneity of immigrant flows by using instruments based on 1940 settlement patterns.
